Job Description

  • Responsible for managing the overall financial operations of the project in Daikundi province under the direct supervision of the Technical Health Supervisor and the technical supervision of the Country Finance Manager.
  • Overseeing the utilization of funds in accordance with the project-approved budget.
  • Ensuring all financial operations are in compliance with RI standard Financial Policy and Procedures and donor rule and regulations.
  • Ensuring all transactions are supported by complete supporting documents.
  • Booking transactions into NetSuite on timely bases.
  • Scanning and uploading the vouchers into NS and as well as to the box folder on timely bases.
  • Ensuring transactions are booked to the relevant GL, project & project task lines.
  • Ensuring the proper archiving and safekeeping of financial documents.
  • Performing the cash count (surprise and timely cash counts) with the finance assistant/ cashier.
  • Reconciling the bank and cash accounts and sending the reconciliation reports to Kabul at the end of each month.
  • Preparing RFF (Request for Fund) in close coordination with the program and operation team and sending it to Kabul on the 25th of each month.
  • Verifying the expenditure documents of HFs and managing their payments on timely bases.
  • Verifying the financial records at the end of the month to make sure transactions are recorded properly, prior to the closure of the account.
  • Overseeing the payable and receivable accounts.
  • Participating in the monthly coordination meeting held at the provincial level as well as the finance team meetings scheduled by Country Finance Manager.
  • Preparation in close coordination with the HR department and booking the payroll vouchers into NS when approved. Ensuring timesheets and other supporting documents are completed.
  • Ensuring to have close coordination and cooperation with program and operation departments regarding the receipt and distribution/ consumption of the GIKs (Goods in Kind). Make sure all movements of GIK items are supported by complete documentation prior to booking them into NS.
  • Reconciling the GIK inventory account on monthly bases and sending the report to Kabul office.
  • Ensuring proper communication and coordination with the outsiders (provincial authorities, PPHD, PDOE, bank, suppliers, donor representatives and etc) in terms of sharing info or providing reports with them.
  • Other finance related-tasks assigned by the supervisors.

Job Requirement

  • Bachelor/ Master’s in finance or economics or equivalent certified by the relevant higher education authority in Afghanistan.
  • At least 5 years of experience in the field of finance and accounting.
  • At least 5 years of experience in managing the financial activities of Sehatmandi (EPHS/BPHS) project or similar is preferred
  • Having excellent communication skills.
  • Computer skills (MS Word, Excel, Outlook and PowerPoint)
  • Oral and written communication skills in English, Pashto and Dari, and other local languages

Having familiarity with web-based financial software is an advantage
