Job Description
Job Summary:
Under the direct supervision of the Project Manager, and functional management of the Area/Sub area Coordinator, the project officer will be responsible for the implementation and follow up of the all-projects activities in the respected province. The project officers will support the Project Manager by providing on-location coordination of project activities and ensuring compliance with ACTED policies, Europe aid rules and regulations and with the approved program description.
They will focus on external coordination at sub provincial and district levels, with oversight on coordination at district and village levels. The follow up of day-to-day plan for the business and marketing promoters and social organizers working with in close coordination with project manager.
Duties and Responsibilities:
- Function and objectives of the position:
- Develop and draft strategy and ToR for apprenticeship program.
- Support social organizers and business and marketing promoters in selection of apprenticeship students and host businesses.
- Mentor and support on training and assessment for apprentices based in the education sector.
- Preparation and facilitate production of business plans, determination of cost benefit- sales and profitability OF PRODUCTS for the graduated groups in the given province duty station.
- Establish and maintain a list of local enterprises in the targeted rural communities.
- Ensure timely achievement of all students on programme and complete the required documentation to achieve it and End Point Assessment.
- Facilitate Graduated Groups to develop marketing plan and meet entrepreneurs for other technical needs.
- Create market linkage between rural, urban and regional markets: e.g., identify exhibition opportunities for local products and facilitate the Graduated Group members to participate in exhibitions.
- Work jointly with BM promoter and, graduated group members and entrepreneurs for providing technical supports in terms of identifying type of vocations, enterprises and product design as per market demand.
- Prepare training modules to the individual graduated s groups on marketing of their products and linkages with market actors.
- Conduct and deliver marketing and Business development training to entrepreneurs and Graduated s groups in target graduated groups.
- Work closely and conduct regular meetings with graduated group members, entrepreneurs, business entities and market actors to promote the quality of products and sales and marketing.
- Contribute in conducting assessments, surveys, and sectorial value chain assessments.
- In close coordination of project manager and deputy project manager finalize the selection process through a peer look and interview by a special committee.
- Effective communication with target group members to ensure broad understanding on their role and responsibilities and are strengthened to successfully contributing towards the achievements of planned activities.
- Developing and finalizing all annexes and documents needed for the apprenticeship program in close coordination with PM and DPM.
- Working with database officer and technical support in developing database and data collection tools.
- Documentation and filling of all apprenticeship related correspondence and update any processes that are out of date while working in the service centre.
- Working with host businesses in provision and providing of vocational toolkits for apprenticeship students.
- Developing day to day field implementation plan, close follow up and timely update of project manager/deputy project manager/ program senior officers and area/sub area coordination in respective provincial level.
- Prepare weekly reports to the Line manager with detailing progress and challenges.
- Any other assignment as may be required by the Project Manager and Area Coordinator.
- Program related functional support with FLATS :
- Program side inputs to assist to develop technical documents to tender from the area
- Maintain and update program files to PDD or Program folder
- Inform line manager and coordinate with related department wherever the program facing challenges due to FLATS facilitation.
- Review all payment completion certificates prior to handing documents over to the Finance /Compliance department wherever needed as line manager guidance

- Adhere to all standards as set by ACTED
- Ensuring that gender equivalence/equity policy is implemented at all program levels and in all aspects of the programme activities.
- Devising a lobbying and communications strategy for those areas where it is necessary to influence other parties, locally, nationally and internationally, and to advise the line manager and Country Representative.
- Any other task as assigned by the line manager.
- Represent ACTED in the sector working groups and interagency planning workshops at provincial level
- Ensure good communication with beneficiaries, local partners and local authorities at the field level Represent ACTED at relevant coordination meetings under the request of the Coordination
Job Requirement
- The applicant should hold a bachelor’s degree.
- Business administration, marketing, or related field
- Well familiar with Apprenticeship program
- Able to work in team
- Minimum of 4 years’ working relevant experience with NGO’s and organization
- Able to work in very critical situation.
- Able to work with current government situations.
- Well computer and internet using skills
- Able to work on and create success stories from any of the well-done activities in field
- Ability to create and maintain relation with other partners and other stakeholder.
- Experience in working with community and community mobilization.
- Familiarity with cultures of different Afghan communities
- Very good interpersonal communication skills
- Very good teaching/lecturing skills
- Must be computer literate and familiar with basic computer software including MS Office and internet use
- Report writing skills
- Communicate well in Pashto, Dari and English
