This 23-month program is expected provide access to water and sanitation facilities, promoting Hygiene and providing emergency response MCPA and winterization.

Job Description

General Position Summary

The purpose of the Cash Officer position is day to day implementation of the Cash and NFI activities. The main duty of Cash Officer is to coordinate internally with the logistics/finance/security teams to ensure smooth implementation of activities and overall achievement of program objectives. The Cash Officer will be reporting to Cash and NFI Coordinator. The position will be based in Herat.

Essential Job Responsibilities

  • Support the Cash and NFI Coordinator daily project implementation and administrative tasks, including logistics and procurement.
  • Contribute to all field work, including identifying beneficiaries and vendors, participating in distributions, monitoring and supporting beneficiaries during the distribution periods, and other field-based tasks as assigned.
  • Conduct monitoring and data collection as directed by the Cash and NFI Coordinator, assisting with specific surveys or assessments as needed.
  • Work with the Cash and NFI Coordinator to ensure program implementation is on time, target and budget, using effective M&E systems to reach desired impacts.
  • Contribute to effective program reporting, monitoring and evaluation systems for both internal and external use in coordination with the program staff. This includes interviewing beneficiaries for communications materials and case studies.
  • Contribute to providing the Cash and NFI Coordinator with up-to-date information on the affected and targeted community and coordinates beneficiary lists and numbers with different stakeholders.
  • Raise procurement requisition as per procurement and spending plans.
  • Develop weekly work plans as per the overall implementation plans.
  • Daily and weekly Reporting of project activities as well as distribution reporting.
  • Ensure that program implementation is responsive to communities and partners and consistent with Mercy Corps’ relevant program guidelines, principles, values, quality standards and strategic plan.
  • Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate.
  • Vehicle movement planning according to weekly work plans and acting as head of mission on field trips.
  • Fulfill Mercy Corps’ Program Management Minimum Standards based on the organization-wide guide.
  • Ensure all interventions adhere to Mercy Corps’ Gender Policy, Do No Harm principles, and beneficiary accountability standards. In addition to ensuring protection mainstreaming in implementation of Cash and NFI program activities
  • Managing the program team on a day-to-day basis and create a positive atmosphere for professional growth.
  • Develop the capacity of the team, deepen understanding of their roles and assist with career development.
  • Assist team members with information, tools and resources to improve performance & reach objectives.
  • Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews.
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
  • Hire, orient and lead team members as necessary.
  • Performs any other duty assigned by the supervisor.

Supervisory Responsibility: Cash Assistants.

Accountability

Reports Directly To: Cash and NFI Coordinator.  

Works Directly With:, WASH team, CARM, MEL, Operations, Finance Teams, Security, and other sectorial leads.

 

Job Requirement

  • Bachelors in social science, or related degree.
  • 2-3 years of relevant experience working with Non-food item (NFI) and cash distributions in a non-governmental organization (NGO) in humanitarian/recovery context.
  • Strong familiarity with Afghanistan cash standards and international cash SPHERE standards.
  • Extensive knowledge and work experience in Afghanistan, and preferably in the Western Provinces including Herat.
  • Good interpersonal and communication skills with the ability to achieve cooperation and agreement amongst diverse groups with competing priorities.
  • Demonstrated ability to manage multiple priorities, deadlines, and tasks efficiently and with a calm attitude.
  • Excellent time management skills and resourcefulness with strong attention to detail.
  • Ability to engage with local communities and government authorities.
  • Strong organizational skills.
  • Honest and committed to compliance with all policies and procedures in all aspects of work.
  • Good strategic thinking and planning skills with eagerness for innovation.  
  • Good knowledge of spoken and written English and Dari are required, Pashto is desired.
  • Good computer skills in basic, office programs.
