About Chemonics: Chemonics seeks Finance Specialist for USAID-funded project; Afghanistan Air Export Program (AEP). Afghanistan Air Export Program (AEP) will support planned investments to modernize major Afghan airports, improve their air cargo operations and facilities, and assist in export facilitation initiatives to increase income for Afghan exporters and generate new jobs. This will be achieved through direct technical and in-kind support of leading Afghan exporters and relevant authorities.
Job Description
The Finance Specialist is responsible for the strategic financial administration of AEP in compliance with USAID regulations and Chemonics policies and procedures. Major responsibilities include producing and submitting monthly financial and tax reporting; ensuring financial compliance throughout project activities; entering financial transaction into Chemonics field office accounting system (ABACUS); preparing wire transfer requests and reconciling accounts receivables and payables.
- Work closely with the Finance Director to manage AEP’s financial processes, ensuring strict adherence to Chemonics policies and procedures and USAID rules and regulations.
- Manage a team of 1-2 HR team members in alignment with Chemonics’ management and performance standards.
- Manage accounting cycle to include preparation and appropriate documentation of journal entries, payment requests, and general ledger reconciliations.
- Ensure that incurred costs are allowable, allocable, and reasonable in accordance with USAID cost principles and Chemonics policies and procedures.
- Review the internal financial control systems to ensure that appropriate mechanisms, procedures, and systems are in place. Ensure proper safeguards of funds and compliance with established USAID and Chemonics financial and accounting procedures.
- Review and approve accounting and supporting documents and transactions to ensure accuracy, completeness, and compliance with Chemonics policies and procedures and USAID regulations.
- Review accurate, complete, and timely financial reporting using ABACUS system, including monthly accrual/projection spreadsheets, and ensure timely submission to the home office (HO). Prepare and/or review ad hoc analysis and reporting as needed.
- Monitor preparation and perform analysis of financial reports relative to budget and monthly forecasting.
- Manage monthly wire transfer requests for submission to the HO and manage local bank accounts to ensure sufficient availability of funds for project needs.
- Review and ensure proper authorization and approval and timely processing of payment/reimbursement requests for employees/suppliers/vendors.
- Review and approve bank reconciliations and reconciliation of petty cash and fund report at time of replenishment.
- Review submission of all tax withholdings (payroll income tax, deduction at source) to relevant parties.
- Review payroll and ensure allocation of payroll costs to appropriate general ledger accounts.
- Assist the Finance Director in planning and performing internal audits of accounts payable, accounts receivable, payroll, fixed assets, and petty cash.
- In coordination with the Finance Director, work closely with internal and external auditors during field program audits.
- Update banking and signatory information for home office and prepare and submit official letters and notify banks on any changes on AEP’s bank accounts.
- Perform other duties as assigned by Finance Director.
Job Requirement
- Ability to work in a professional and cordial manner with fellow staff of multiple nationalities.
- Strong knowledge of accounting, bookkeeping, and/or financial analysis; a CPA, CIMA, CA or similar professional qualification is preferred.
- Experience with USAID rules and regulations strongly preferred.
- Experience working with ABACUS software preferred.
- Experience processing payroll for a medium to large sized staff.
- Knowledge of tax rules of Afghanistan with experience withholding and remitting.
- Strong project management and organizational skills; demonstrated ability to work both independently and within a team, assess priorities, and manage multiple activities with attention to detail, meeting tight deadlines under pressure.
- Proficient with Microsoft Office applications.
- Demonstrated ability to work ethically and maintain confidentiality.
- Strong interpersonal and communication skills.
- Excellent written and verbal English language skills.
