Job Description
JOB Purpose:
To provide and ensure a wide range of effective people and culture operations and enhance high quality services delivery and ensure the required compliance of all people and culture operations and processes with the WV Afghanistan P&C policies and standards.
Lead and manage the whole Recruitment process among the country, provide orientation, and training. Contribute to P&C function high quality and Act as a super user to Workday system among the country.
Lead P&C Officers in all zone offices and Assist Country P&C Team Lead in coordination of department services and functions relating to personnel data administration and maintenance, P&C administration, including information and document flow for local country office staff.
Job Requirement
MAJOR DUTIES AND RESPONSIBILITIES:
P&C Administration and Support
- Lead a team of P&C Officers and Assistants in all zonal offices.
- Maintain personnel files accurate, updated, and confidential always. In collaboration with the P&C Team Lead, set up and maintain filling system.
- Process all kinds of P&C related paperwork for high level categories of workforce as required, with accuracy and confidentiality and in accordance with the policies and local law.
- Keep P&C related templates updated and available for staff.
- Respond to routine employee enquiries, both oral and written to ensure the accurate and timely provision of information.
- Creating, evaluating Surveys on Survey monkey, and producing and results
- Support the line manager in providing with the P&C data for necessary P&C reporting upon request and as needed.
- Collecting/updating and calculating Merit increase data in coordination with the P&C Team lead and P&C director.
- Focal point of P&C with Health insurance company including a draft of ToR for tendering, preparing a contract, an extension of the contract, and facilitating Orientation sessions of the health insurance company for the whole staff.
- Facilitating the documents for internal and external Audits.
Recruitment, Orientation and Training
- Handle high and middle level recruitment of positions such as (Senior Officers, supervisors, coordinators, and managers).
- Provide necessary support in staff recruitment, selection and contracting as needed and participate in panel interviews upon the Line Manager request.
- Provide assistance organising team building events including staff recognition, nomination initiatives.
- Facilitating Expatriat onboarding, Offboarding, and contract amendments and exit process with paperwork both manually and in the workday.
- Providing and Facilitating P&C Orientation Sessions for national and international staff.
- Take the lead on Recruitment related trackers i.e, Ongoing recruitment tracker, the pool of candidates’ tracker, separation/resignation tracker, and regularly share the trackers with SLT/SMT biweekly.
- Job Announcement, Screening, Longlisting for positions for GL 14,15 and 16th on both ACBAR and Workday,
Learning and Development
- Take lead on staff capacity building, L&D project.
- In collaboration with Line Managers develop training needs analysis, training curricula and methodology, when appropriate based on adult learning principles; Coordinate L&D activities with the responsible authorities and facilitate the L&D projects.
- Provide assistance in arranging and conducting different kinds of P&C learning events, trainings, workshops, and/or team building activities.
- Facilitate Capacity Building plans incorporation into Performance Agreements and monitor their implementation.
- Generate reports on the L&D implemented projects and analyze the outcomes.
- Maintain links and networks with professional consultancies organizations.
Performance Management
- Coordinate the on-going administration of the PM system.
- Analysis the overall outcomes from the performance appraisals review and provide reports on PMS related matters including timelines of process, compliance with procedures and overall results as well as recommendation on overall effectiveness of PMS to the P&C Team Lead.
- Develop and define meaningful linkages between performance appraisal outcomes and competency-based development programs for staff.
- Assist and advise staff and supervisors/managers on effective approaches for carrying out fair and consistent performance appraisals and contribute to and equitable manner.
- Handle fair and consistent staff changes in terms of promotions, direct appointment, transfers and pay raises along with its documentation and ensure those staff changes are done based on the individual development need or organization needs,
Staff Care\Wellbeing and Employee Relations
- Implement staff care initiatives and programs across the WV Afghanistan with the close support of P&C Team Lead.
- Provide counselling, encouragement and care to the staffs that are in mental, psychological and social disturbance.
- Engage in peer support team and coordinate peers support activities to those needed.
- Provide guidance to all staff on employee relations issues, grievance and disciplinary procedures and promote sound employee relations for national hired staff in WV Afghanistan.
- Coordinate with the P&C Team Lead in carrying our HR wellbeing surveys.
- Builds relationships with all employees to foster a more open and communicative environment and provides support to all employees in relation to understanding WV Afghanistan policies.
P&C focal point for emergency response programs.
- Represent P&C in emergency response and GHT (Grant Health Tracker) meetings and Regularly update GHT Tracker. On a bimonthly basis.
- Presented P&C in all new projects Go No Go’s
- Ensure response operations implementation are resourced and supported appropriately by P&C department.
- Ensure all emergency project staffing are done based on the emergency response recruitment policy.
- Take lead on P&C behave during emergency responses.
- Ensure all P&C processes are followed appropriately during support to emergency programs.
Job Description Reviews and Job Evaluations (JEM)
- Provide support and guidance to the hiring managers on preparing proper JDPDQ.
- Receive, review, and provide constructive feedback on the newly developed JDPDQs shared by hiring managers.
- Do the primary evaluations of the JDPDQ shared by the hiring managers and ensure proper HAY grading.
- Coordinate with MEER on the validation of the evaluation results.
- Ensure the job descriptions for stipend contract type are rated fairly and are aligned with government regulations.
- Evaluate the TORs for the casual / daily labors and ensure proper daily wage is allocated.
- Review other TORs, such as additional assignments, Internship TORs are properly developed and evaluated.
Workday
- Act as WD Super User for the local country office.
- Lead and managed Recruitment process A-Z both in Workday.
- Focal Point of P&C for Workday Operation for P&C inquires
- Maintain and update Workday on a regular basis and provide reports and statistics when required.
- Support in training the managers, employees and staff in utilization of Workday self and manager service and recruitment modules and ensure all new hires receive adequate orientation on ESS/MSS.
Other
- Perform other relevant tasks assigned by the direct supervisor.
- Adhere to WV Child and Adult Safeguarding policy and standards.
- Adhere to WV accountability standards.
- To be aware and prepared to implement WV Afghanistan Humanitarian and Emergency Affairs plan under the context of P&C interventions.
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE:
Required Professional Experience
- at least 4 years of work experience in Human Resources /Administration with National/International Organizations
- Have work experience of HRIMS specifically Workday.
- Demonstrated experience and knowledge of HR practices, including recruitment, hiring, HR functions and systems administration, HR software administration and maintenance.
Required Education, training, license, registration, and certification
- Bachelors in human resources management/Economics or Social Sciences is required
- Good coordination and communication skills
- Good interpersonal skills
- Ability to commit to World Vision Core Values and Mission Statement
- Computer literacy with good knowledge of MS Office applications and HRIS systems
- Ability to perform tasks effectively and efficiently in stressing times or when workload is higher.
Preferred Knowledge and Qualifications
- Master’s degree Human Resources Management or relevant field is preferred.
- Professional certification in HR in locally or internationally recognized HR institutions is a plus
- Experience of work in an INGO setting and past exposure with the international working culture and practices is a huge advantage.
