Project/ MHPSS Program Background: Mental Health and Psychosocial Support (MHPSS) is an integral part of the International Medical Corps’ (IMCs’) response, especially as part of PHC and Protection response services. IMC provides MHPSS services at each of the three bottom layers of the IASC MHPSS Intervention Pyramid, including Psychological First Aid (PFA) and more intermediate psychosocial support, basic counseling, mental health case management, PM+, Thinking Healthy interventions, and mhGAP-IG. The International Medical Corps is going to provide the above-mentioned services in four provinces (Balkh, Kunar, Laghman and Nangarhar) and each provincial Office has at least one MHPSS officer with 5-10 MHPSS counselors and social workers. There are 2 MHPSS Sub-TWG Coordination officers in two regional level (Northern and Eastern) for coordination, services mapping and capacity development. As well as there are about 20 (+/-) mhGAP trained GPs and going to train 20 (+/-) midwives on Thinking healthy interventions in the target provinces.

Job Description

Job Purpose:

MHPSS Sub-WG Officers The two MHPSS Sub-WG Officers will lead the MHPSS sub-working groups; one in the eastern region and one in the northern region. MHPSS Sub-TWG Coordination Officers will support the coordination of MHPSS interventions among actors and implementing partners, build a better response, activate referral pathways, and participate in the decision-making process at National MHPSS TWG and Protection Cluster meetings by feeding and feedback mechanism. MHPSS Sub-WG Officers also will take part in the Protection cluster, both at national and subnational levels, and will support information sharing, coordination, and decision-making as part of the strategic advisory group under the MHPSS-TWG.

Main Duties & Responsibilities:

  • Support the Central MHPSS-TWG in regional level
    • Implementation of TWG annual plan in regional level.
    • Be in close coordination with the Central MHPSS-TWG coordinator for development a Monthly regional plan and implementation.
    • To present the regional level updates and regional level MoMs in Central MHPSS-TWG monthly meetings.
    • To do the regional level 4Ws service mapping and share with the Central MHPSS-TWG, and other partners.
  • Improve coordination and information sharing.
    • Conduct monthly coordination meeting with all MHPSS related stakeholders in regional level.
    • With the support of Central MHPSS-TWG keep and maintain the google drive information updated and share with TWG in regional level.
    • With the support of Central MHPSS-TWG regularly identify and document key achievements, best practices and lessons learned, meeting minutes.
    • Ensure coordination with other clusters in regional level.
    • Attending the all TWG task forces meeting (Addiction, School mental health, and Capacity development).
    • With support of Central MHPSS-TWG develop and update the MHPSS ToR and strategy based on annually.
  • Development information system.
    • Support the Central MHPSS-TWG for the MHPSS data collection and keep data in the share drive.
    • Distribute regular and consistent reports to all stakeholders in regional level to keep them informed about the nature and context of MHPSS and how it is being addressed.
  • Mainstreaming MHPSS in other clusters.
    • Participation in relevant clusters meetings to represent specific MHPSS concern as appropriate.
    • Enhance the participation of other cluster/ members in the Sub MHPSS-TWG meetings in regional level.
  • Building capacity of protection and MHPSS partners
    • In collaboration and support of Central MHPSS-TWG support the capacity building of relevant stakeholders as planned.
    • In collaboration with other clusters and Central MHPSS-TWG advocate for developing, implementation and monitoring of a referral pathway in regional level to ensure prompt appropriate MHPSS services.
    • With the support of Central MHPSS-TWG develop and/or revise MHPSS IEC materials according to the local context.
  • Establishing Community wellbeing groups
    • Supporting Social workers for establishing community wellbeing groups in the community level.
    • Support the Social workers for capacity development of CWG groups members. 

Organizational Responsibilities:

  • Close coordinate with head of other departments in office and keep them update according to the coordination with other partners.
  • Support the team for programing with sharing the updates receiving as part of coordination with other stakeholders.

  • Adhere to the Code of Conduct, maintain humanitarian principles and respect international humanitarian law.

Prevention of Sexual Exploitation and Abuse:

  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.

Compliance & Ethics:

  • Promotes and encourages a culture of compliance and ethics throughout the International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps and donor compliance and ethics standards and adheres to those standards.  Conducts work with the highest level of integrity

Job Requirement

Qualifications:

BA degree in Psychology/counseling, social worker graduated from a recognized university.

Experience:

Minimum of 5 years of professional experience coordinating MHPSS projects in humanitarian settings.

Competency:

  • Knowledgeable in and experience following IASC Guidelines on MHPSS in Emergencies and international best practices on the integration of MHPSS into primary health care settings.
  • Demonstrable technical expertise in the assessment design and delivery of responses to pre-existing and emergency-induced MHPSS needs.
  • Training experience required; capacity and proven track record in national staff and partner training and capacity-building.
  • Having coordination and communication skills.
  • Honest hardworking and self-motivated.

Strong interpersonal skills and ability to work within different cultural environments.
