In this key position under NCAs Head of Program, the GBV Program Coordinator will work in close coordination with a range of dynamic development and humanitarian programmes, partners & project teams within the country. The NCA programmes in Afghanistan prevent and respond to GBV, economic empowerment, water, sanitation & hygiene (WASH), peacebuilding and humanitarian assistance. NCA works with local Afghan organisations, strengthening community ties through locally driven projects.

Job Description

The GBV Program Coordinator is responsible for gender mainstreaming and provides technical leadership in strengthening NCA sexual gender-based violence programming. The post holder will also write a funding proposal, review CSO partners proposal, develop SGBV policies and strategies in collaboration with the Head of Programme, and GBV technical adviser from the Head Office (Oslo, Norway). The post holder will write reports, develop consultant’s terms of reference and technical approaches. Maintain regular coordination and communication with other relevant stakeholders. Provide substantial analysis of the GBV programme by identifying opportunities and improvement areas through regular monitoring and field visit. According to Afghanistan Country Strategy, design and develop program initiatives and support the implementation of the NCA Afghanistan gender mainstreaming and GBV approach (2020-2025).

Job Requirement

  • Responsible for managing and delivering NCA gender-based violence (GBV) programme specifically responsible for initiating, planning, launching, controlling and closure of all project activities that make up the GBV programme.

  • Responsible for managing CSO partner organisation/s implementing GBV projects, ensuring that CSO partners adhere to NCA partnership policy, Code of Conduct, and all other safeguarding policies and ensuring that GBV project partners adhere to their contractual obligation in delivering results within the specified timeframe and budget.

  • Responsible for providing technical leadership by addressing the programme's technical needs, including its CSO implementing partner/s in collaboration with other NCA technical experts and advisers.

  • Engage in fundraising initiatives by writing concepts notes and project proposals in collaboration with the Head of Programme.

  • Work with the focal security group and liaise with the security officer to monitor the evolving security and humanitarian condition within the programme area/s and immediately respond when the need arises to ensure NCA staff's protection and safety.

  • Regularly monitor the projects in the field to ensure quality and timely implementation.
