Job Description
Assignment
Under the supervision of Senior Assessment Officer, and in coordination with the Deputy Country Coordinator, (Senior) Database Officers and (Senior) GIS Officers, he/she will be responsible for supporting the development of a real-time monitoring framework and relevant outputs to track the evolution of needs across the country. Overall, the real-time monitoring activities aim to understand the severity of needs across the country on a monthly/quarterly basis and highlight areas at risk of deteriorating needs to inform humanitarian action.
Responsibilities:
Under the line-management of the Senior Assessment Officer, the Real-time Monitoring Assessment Officer will fulfill the following functions:
- Programme Cycle Management
- Support the development of the research design/frameworks, data analysis plans and products (e.g., presentations, factsheets, dashboards) in a timely manner and ensuring their quality;
- Support the identification and mapping of relevant data sources (both from within REACH and externally) and indicators for the real-time monitoring of needs;
- Engage with relevant partners of the Assessment and Analysis Working Group (AAWG) and key data actors in Afghanistan.
- Technical skills/ responsibilities
- Contribute to the continuous advancement of the methodologies and applications of real-time monitoring activities, such as remote sensing, GIS, identification of relevant indicators, interactive dashboards, etc.
- Coordination
- Internal Coordination
- Coordinate assigned activities across units (e.g., assessment, data, GIS, operations) and keep the Senior Assessment Officer updated about processes and delays
- Ensure regular participation in internal meeting
- Communicate and collaborate with IMPACT HQ Data and Reporting Units to ensure implementation of global standards, guidelines, and best practices.
- External Coordination
- In collaboration with the Senior Assessment Officer, engage with AAWG members and other external partners on operational and technical aspects of the real-time monitoring framework (such as data sources availability, data provision timelines, methodological issues, etc.)
- In collaboration with the Senior Assessment Officer and Deputy Country Coordinator, develop and implement dissemination strategies to strengthen the impact of the real-time monitoring activities;
- Under the guidance of the Senior Assessment Officer, represent REACH with the AAWG and other key data actors in Afghanistan.
The Real-time Monitoring Assessment Officer will maintain the strictest confidentiality on all data collected and related processes. He/she will actively take measures to prevent the unauthorized sharing of any information and data belonging to REACH/ACTED and its partners, or collected during his/her assignment with REACH/ACTED.
Job Requirement
- Excellent academic qualifications, including a Bachelor’s degree or equivalent in a relevant discipline (e.g., international studies, development, environmental studies, humanitarian response, data science, political science, etc.)
- At least 2 years of relevant working experience in a humanitarian setting, such as assessments, monitoring & evaluation, program management, etc.
- Previous experience in quantitative research design and data analysis preferred;
- Knowledge of a key sectoral and multi-sectoral assessments conducted within the Afghan response preferred;
- Good analytical skills to interpret data and draw insights from different research cycles;
- Good verbal and written communication and drafting skills for effective reporting;
- Good coordination and organizational skills;
- Familiarity with the aid system and understanding of donor requirements an asset
- Knowledge of R (or related statistical software) and experience with GIS an asset
- Excellent ability to operate Microsoft Word, Excel and Project Management Software;
- Professional fluency in Dari and/or Pashto, and English;
