About CAID: CAID is working in Afghanistan to eradicate poverty through implementing long term development initiatives, as well as through emergency humanitarian response programmes. Afghanistan country programme is currently focusing on three specific impact areas, i.e., Gender equity, emergency humanitarian response and Violence to Peace. Humanitarian and the Emergency response is a fundamental aspect of programming in Afghanistan. Abound the Candidate: - The candidate, with relevant work experience, should exhibit good command over Afghanistan’s security delivery mechanisms, community engagement, and access to important security actors. The candidate will provide ensure security cover to the staff, the programme and the two offices in Afghanistan. We therefore encourage applicants to demonstrate clear understanding on strategic issues and assessments of ground level dynamics, through their earlier assignments. CAID’s security protocols, in country assessments, contacts with the local security community, the UN, INSO, IMF and other appropriate sources will be important contours of interventions.
Job Description
Key outcomes
- Strong and diverse information network (local NGOs, partner’s networks, UN, INSO, IMF etc) established, from which reliable and up to date information on security may be obtained and applied by the team. Take support from Corporate Security Manager in establishing/ maintaining high quality systems and structures of security management work in Afghanistan team.
- Assist operationally the security management plan and take on key activities including but not limited to.
- Monitor the security environment and Communicates changes of the environment to management and staff with routine briefings and alertsregular update about key security risks to the team, Corporate Security Manager, and senior authorities of Christian Aid.
- Conduct thorough security mapping, using modern tools and techniques.
- Update country security plan and welcome pack on regular intervals.
- Maintain and update security policy, procedure manual, training guides, and emergency action plan documents.
- Ensure first aid kits and fire extinguishers are in place.
- Sound cultural and situational advice in provided to all staff members within the country team, including Country Manager (CM).
- Assist in threat assessments, risk analysis, site surveys, and crisis management.
- Closely work with programme team, ensure the security and crisis management plans are regularly reviewed and up to date.
- Take full responsibility of providing security cover to external visitors, this includes initial assessments, professional briefings, field visits along with visitors. Accompany programme staff in their field visits, whenever required.
- All CAID staff – programme, office, drivers and guards are regularly trained on security and communications procedures. Assist employees to be on board, while new security procedures are introduced, including new hire staff security training and Anti-terrorism check.
- Field security assessments are carried out at regular intervals. Specific information regarding field assessments are proactively shared with colleagues and partner teams as and when necessary.
- Create space for expanding programme work on new areas. Coordinate with partner teams and support them with security inputs.
- Regular review of security situations in programme areas. Provide brief to the team and OM, especially prior to submission of travel requests. Thereafter provide security support and presence during field trips.
- Line manage the guards and drivers in Herat, ensuring vehicle, communication & security equipment are checked and maintained accordingly, whilst all understand their role.
- Provide technical support, capacity building and updated information to guards and drivers of Kabul office.
- Maintain high-level of co-ordination with country team colleagues, administrative point’s person in Herat, and Administrator, Kabul office, in ensuring technical inputs of guards and drivers, duty timetable, leave etc.
- Technical supervision provided for drivers on matters related to safety and security and to supervise the guards. Appropriate responses are provided to insecurity incidents, ensure appropriate action is taken by staff, appropriate parties were notified, and after-action reports are completed.
Job Requirement
- The role fits within the International Department and specifically within the Afghanistan country programme. The individual is responsible for ensuring that the team members, including Operation Manager, are up to date on all security issues pertaining to the programme and country. He/she will be responsible for maintaining a high standard of security for CA offices, whilst working with the various security networks. He /she will ensure that the guards and drivers are proficient and trained in their respective role and duties.
