Job Description

Your role

  • The CV and Livelihoods Advisor will be the lead technical support person for WCUK Afghanistan Programme in rendering strategic leadership , resource mobilization, design, and an advisory role in the implementation of innovative and impactful livelihoods and CVA projects.

 

  • The Advisor will work in coordination with the in-country Programme Management team including MEAL and thematic Advisors and HQ CV & Livelihoods Global Advisor to review, development and adapt CV and livelihoods implementation tools, assessments and evaluations, technical assistance during implementation of programs and technical write-up and review of project concepts and proposals. S/he ensures that WCUK’s Livelihoods and CVA interventions are in line with best practice, organizational guidance, and donors’ requirements.

 

  • The CV and Livelihoods Advisor will also play a key coordination role both internally and externally with in-country Livelihood and CVA actors to ensure that WCUK Livelihoods and CVA programming are coordinated, follow cluster guidelines, contribute to sector objectives, and that key learnings are shared. The Livelihoods and Cash Advisor will represent WCUK in inter-agency platforms that include Livelihoods, Food Security and Agricultural Cluster and Cash/Voucher Working Group and will work under the direct supervision of the Country Director. 

 

  • She/He will be responsible for building the capacity of other War Child staff and partners equipping them with the skills to implement Livelihood and CVA activities and advocate for the integrations of where appropriate, amongst the MEAL Unit, Technical Advisors, Project Coordinators/Managers, Support function.

 

Your responsibilities:

  1. Strategy Review and Programme Development
  • Provide leadership in the development of a coherent strategy and project design for the implementation of innovative and quality livelihoods and cash programming informed by the Afghanistan context which are aimed at addressing the needs of at-risk children, and which promotes the integration of livelihoods and cash transfer approaches with other ongoing projects/sectors of intervention.
  • Develop a strategy that harmonizes structures and practices for Llivelihoods and Cash activities across WCUK – Afghanistan projects and programmes.
  • Carry out overall situation analysis both externally and within programs to enable identification of opportunities for funding and integration of Llivelihoods and Cash activities.
  • Actively and closely work with the programme teams contribute or support in the process of proposal review, development/budgets and donor reporting through timely reviews and real time feedback.

 

  1. Technical Lleadership and Ccapacity building
  • Render technical support and guidance to teams in the identification of areas of Llivelihoods and Cash integration into ongoing activities.
  • Develop and support in implementing a livelihoods and cash transfer capacity building plan for the WCUK Afghanistan Country team and its partners.
  • Lead in the review of and development of WCUK’s in country livelihoods and cash implementation frameworks and Standard Operating Procedures including delivery options, service providers, data collection, targeting criteria, beneficiary selection.
  • Lead in designing and refining the cash delivery approach most appropriate to the context of Afghanistan.
  • Carry out partners’ capacity assessment and lay out both human resource and institutional capacity building plans.
  • Ccontribute to the retention and growth of existing Llivelihoods and Cash/Voucher programming for WCUK and within partners.

 

  1. Strategic and Technical Coordination/Influencing
  • Coordinate with and support other technical advisors for the inclusion of Llivelihoods and Cash approaches to address needs across sectors including Child Pprotection, Education and Humanitarian Response Activities.
  • Critical interfaces: CDs, HoP, Project Managers/Coordinators, Child Protections, MEAL, Partnership Officer/Partners, Advisors and Global Team in HQ (especially CV & Livelihoods Advisor).
  • Coordinate internally and with donors and relevant stakeholders on cash-based activities.
  • Represent WCUK by regularly participating and actively contributing to external sector platforms including, FSAC and the Cash and Voucher Working Group and associated sub-groups that are set-up as required to ensure harmonizing with agreed framework and practices.
  • Identify and build strategic relations with partners for implementation, research and resource mobilization for livelihoods and cash transfer in Afghanistan.

 

  1. Programme Implementation, Monitoring and Facilitating continued learning
  • Work closely with the MEAL team in the design and implementation of Livelihoods and Cash activity monitoring and evaluation plan and facilitate roll out/use of adapted tools and provide technical support to program teams across sectors to ensure the collection of regular livelihoods and cash intervention data.
  • Ensure teams’ adherence to SOPs and safety standards that considers the needs of women and girls.
  • Support the team in conducting timely Post distribution monitoring and documenting learning to facilitate improvement of deliveries of Livelihood and Cash intervention.
  • Assist with the documentation, application and dissemination of best practices and lessons learned.
  • Regularly carry out internal workshops and training to ensure programme and operation staff capacity development on Livelihood and Cash in coordination and collaboration with HQ Technical Advisors.

 

  1. Safeguarding
  • Contribute to creating a culture committed to the safeguarding of children and adults and compliant to War Child’s Child Safeguarding and Adults at Risk Policies

Job Requirement

You have:

  • At least 5 years continuous experience with technical design and implementation of Livelihoods, Cash transfer and Market systems development programming with specific focus on at-risk children or children in Street Situations, 2 years must be in a humanitarian response in a complex context with international NGOs
  • Prior experience working in a complex/protracted humanitarian context in the Middle East region or similar context of Afghanistan is preferred
  • University degree in a relevant area; agriculture, rural/urban economic development, or other relevant social sciences; Master’s qualification in related area is an advantage
  • Demonstrated experience contributing to livelihoods, cash transfer and market systems development proposals with major donors including EU, ECHO, GFO, WFP, OSF and UN OCHA.
  • Experience with use of relevant sector design and assessments tools for service providers, market, needs, distribution, and post-distribution processes (e.g., RAM, EMMA, MIFIRA, MERS)
  • Demonstrated competence in finding solutions to complex problems and delivering results
  • Strong influencing and representation skills with multiple stakeholders.
  • Excellent written and oral English language skills - fluency in Dari or Pasto will be an advantage
  • Ability to adapt and work effectively in a multi-cultural context
  • Strong communications skills with exceptional ability to articulate technical issues with colleagues at different capacity levels
  • Experience with preparing high quality reports

 

Context/Specific skills, knowledge and experience:

  • Solid experience in livelihoods, food security, market based and social protection or resilience programming in protracted crisis and nexus
  • Experience in community based and participatory programme planning and implementation approaches, with operational experience in emergency livelihoods & food security programming (agricultural, livestock, cash, voucher, in-kind food assistance) using conflict sensitive approaches
  • Familiar with conducting market assessments and Value Chain Analysis
  • Good understanding of and experience in Economic Inclusion, Urban programming, and Children programming
  • Understanding of Children in Street Situation in relation to food security, and how to promote appropriate mitigation and adaptation initiatives.
  • Experience of applying analytical principles that structure household economic analysis and livelihoods approach
  • Good understanding of key technical standards (SPHERE, HAP, MERS, LEGS, gender mainstreaming)
  • Demonstrate ability in thinking creatively and innovatively, initiate pilots and practically to improve the quality of projects
  • Demonstrate ability in conceptual, analytical and critical thinking with the ability to develop strategies
  • Strong capacity building, facilitation, and presentation skills
  • Strong capacity in influencing and liaison with a range of external stakeholders
