About AWEC: AWEC is a non-political, non-profit, woman-headed national organization established in 1991 by a group of educated Afghan women in exile, who rallied together to address the lack of facilities for Afghan refugees in Islamabad and eventually Peshawar, in Pakistan. AWEC has always been involved in advocacy and awareness-raising for women and children’s rights while providing services to those who frequently fall through safety nets. In recent years, one of AWEC’s core activities has been to support women through mobilizing Afghans, from local communities to political elites, towards the goal of reducing and eventually eliminating violence against women. Our vision in AWEC is “an inclusive and just society with sensitized and responsive public and private sector, where all women and children have access to opportunities to improve their quality of life in order to realize their full potential”.
Job Description
Position Objective
Under the supervision of the Finance Manager to implement and maintain the AWEC financial and accounting system.
Be aware and adhere to AWEC policies and procedures as outlined in all manuals.
She/he will provide support in other finance areas as necessary.
Duties & Responsibilities:
Ensures that adequate financial controls are in place to maintain propriety and proper accountability of expenditures.
Ensures the financial transactions are properly authorized, recorded, have adequate supporting documentation, filled, maintained and can be easily extracted for the purpose of preparing financial statements; and financial audits.
Monitors budgets and expenditures and contribute to preparation of budget revision.
Liaises with AWEC Sr. Finance Officer to ensure compatibility of the project financial books with Quick book.
Prepares and submits timely and reliable AWEC/Donors financial documents and financial reports.
Prepares project financial reports, statement and submit to Sr. Finance officer for clearance and Finance Manager as required.
Establishes a computer based monitoring system for expenditures.
Checks and ensures that all procurement process and expenditures of the project in accordance with the Donor/AWEC procedure. This includes ensuring receipts to be obtained for all payment.
Checks budget lines to ensure that all transactions are booked to the correct budget lines.
Providing and interpreting financial information.
Analyzing change and advising accordingly.
Liaising with auditors to ensure annual monitoring is carried out
Developing external relationships with appropriate contacts, e.g. auditors, solicitors and bankers
Responsible for project procurement processes inside and outside AWEC.
Assisting procurement department in getting quotations from suppliers, tendering and bid opening process.
Deposit all withheld tax such as wages, office rent, and tax withholding on contractors to Da Afghanistan Bank on a monthly or as needed basis.
Obtain required tax payment forms from the Revenue Department.
Provide MoF verified tax forms to the vendors as per their request.
Getting TIN (Tax Identification) for all the staff.
Ensure all financial documents are scanned on a monthly basis and that proper back-up documentation is maintained.
Doing the filing system (Labeling /tagging all the files in chronological order) for the finance department.
Filing the copies of all contracts and MoUs (Memorandum of Understanding).
Entering grants financial transactions into QuickBooks, and maintaining proper grants financial documents.
Maintain and replenish petty cash on regular basis and make sure proper back-up documentation is provided on time of clearance with procurement staff in the absence of cashier.
Provide necessary support during internal and external audit exercise.
To maintain clean vouchers in Archive and to make sure no voucher is missing.
Monthly Bank Reconciliation for all AWEC bank accounts and report to Finance Manager.
Monthly Cash book reconciliation of all sub offices on monthly basis and report the variances with provinces on time.
To photocopy the documents for Audit if required.
Assisting provincial admin finance team in monthly cash requests and following the closing balances of provincial offices.
Monthly follow up with provincial team regarding their timely submission of financial reports to AWEC main office.
Backing up Cashier/Finance officer in his /her absence.
Responsible for any financial tasks related to organization of conferences, workshops, retreats.
Job Requirement
Experience and mandatory criteria:
Bachelor in Business administration (BBA) degree with a major in Accounting or Finance.
Significant experience in Finance, Accountant and grant in NGO sectors. (3-4 Years’ Experience).
Familiar with USAID, DFID, DFAT, EC, EU reporting systems.
Demonstrated experience managing donor funds and ensuring compliance with donor requirements.
Technical Skills:
Must be able to communicate effectively in English, Dari/Pashto are a distinct advantage.
Wide experience in the use of computer applications; clear understanding on the usage of financial software systems.
Computer skill in MS. Office packages.
Quick book knowledge is must.
Ability to plan ahead and meet deadlines.
Treat information with the confidentiality it deserves.
Understand and recognize the urgency of tasks and deliver on time
Proactive, able to multi-task and flexible
