About Swedish Committee for Afghanistan (SCA): The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods, and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is slightly over 9,000. During the last 10 years, SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. Job Description
The project (Community Resilience, Livelihood and Social Cohesion Initiatives in Afghanistan) aims to contribute to the development or achievement of peaceful, just, and inclusive societies in Afghanistan in rural areas where livelihood depletion is high, primarily due to economic and environmental shocks, it is crucial to promote livelihoods and build resilience to shocks. In order to protect livelihoods and build resilience, this project intends to address complex social, economic and environmental issues that have a significant impact on the lives and livelihoods of poor and vulnerable Afghan people. This action will focus on interventions that improve access to employment and income generating opportunities, finance or credit, and markets; increase the availability of climate smart agricultural practices, inputs and infrastructure; promote participation of disadvantaged groups in economic and social roles; and improve social cohesion among groups and communities.
By adhering to RBA in programme cycle management for gender equality and rights-based approach, SCA endorses equal access, non-discrimination, participation, transparency, accountability and the framing of planning and programming within realms of international rights conventions. The Human Rights and Gender Coordinator’s mandate is to ensure gender mainstreaming and a rights-based approach throughout all the activities in the project. Her/his key tasks and responsibilities would be capacity development of rights holders and duty bearers, training and competence development of the project staff at RMOs and field level on gender, rights, and RBA, conducting gender and rights-related awareness, training, to ensure gender and rights inclusion at the project level.
The Gender and inclusion coordinator will be duty stationed in SCA Kabul Management Office (KMO) to look after the bellow key areas mentioned above at RMOs as well as project field level. He/She will technically report to the Human Rights and Gender Manager, while operationally to the Project Manager in KMO and closely
Collaborate with CDMU teams at Regional Management Office (RMOs) to ensure gender mainstreaming, social inclusion, and a rights-based approach in the project activities.
Main Responsibilities:
- Assist the project manager in the design, planning, implementation, monitoring, and reporting of project activities.
- In coordination with the related program units KMO level develops contextualized technical guidelines, manuals, and learning materials on gender and rights, inclusion, and social cohesion for the project and/or program.
- Identity, design, plan, implement and monitor gender and rights, inclusion, and social cohesion-related capacity-building training and workshops for the project and program staff.
- Provide supervision and technical support to field team members to ensure that they implement gender, inclusion, and social cohesion activities in an effective manner.
- Led the organization and facilitation of discussions relevant to gender, inclusion, and social cohesion.
- Take the lead in design, planning, and implementation, monitoring, and reporting of activities related to gender, inclusion and social cohesion.
- Complying with relevant monitoring and reporting requirements and providing inputs into reports as required.
- Identify, coordinate, and communicate advocacy issues and concerns related to gender, inclusion, and social cohesion.
- Facilitate and support relevant visiting missions and consultants by organizing mission programs.
- Take the lead in conducting research and analysis about gender, inclusion, and social cohesion.
- Collect, compile, develop, and document best practices, case studies, lessons learned, and communication stories.
- Maintain regular coordination and consultations with specialist/s and other programs to ensure coherence, synergy, and complementarity of project activities.

S/he is also able to motivate, coordinate, and lead the project team in regard to gender and rights issues. Job Requirement
- Bachelor in Gender Studies, Law, Human Rights, or International Development Master will be preferred.
Experience:
- At least 3 -5 years of related work experience for a bachelor’s degree and 2-3 years for a master’s degree holder with relevant working experience in gender, social inclusion, social cohesion, and rights.
Others:
- Previous experience with international organization/s and/or UN agencies is required.
- The capacity to successfully interact with a variety of stakeholders, including non-governmental partners, UN agencies and international donors is desirable.
- Computer skills at the operator level, especially with MS Office packages.
- Fluency in English and Dari and Pashto, both written and spoken
- Interpersonal, communication, and reporting writing skills are important.
- Ability and willingness to travel to the project sites within Afghanistan and adjust to the SCA environment.
- Honest, proactive, and well-mannered.
