Job Description
Job Overview
The Human Resources Officer will deal with all HR activities in the Human Resource unit of WAW. HR Officer will facilitate all aspects of the HR activities according to established WAW policies and procedures. Her/his main areas of responsibilities center around the process, tracking of employee performance appraisal during the probation period and annual review, maintenance of staff training & development records, accurate filing and management of performance management system, provide support to line managers in applying the performance management system, maintain and tracking disciplinary records and documents and any other administrative duties that is required to support the Admin/HR Coordinator from time to time and oversee the HR functions of the assigned regions/provinces.
Duties & Responsibilities:
- Handle the performance management cycle process from start to end and monitor timely and accurate completion of the appraisals (e.g., forms and templates, communications).
- Assist HR unit on developing and updating the annual appraisal process and guidelines and manage the appraisal process.
- Work with staff under the direction of Admin/HR Coordinator to embed a culture of continuous feedback on employee performance.
- Collect and analyses performance appraisal results from entire WAW faculties/projects.
- Create the annual appraisal calendar, manage the communication with employees and ensure that each activity in the appraisal process is executed within the specified timeframe and as per defined guidelines.
- Resolve problems related to appraisals, such as employee requests for re-evaluation, and ensure that these issues are handled in a fair, professional, transparent and equitable way.
- In coordination with Admin/HR Coordinator, contribute to the design, implementation and management of effective recognition programs to reward staff contributions.
- Coordinate and lead organization-wide performance training/capacity building for all levels of employees and management to drive for positive and measurable impact on the culture and performance of the WAW.
- Maintain record of all trainings conducted for WAW Staff.
- Process training expenses, invoices, keep record of expenses including commitment/agreements for degree courses, and oversees events.
- Assist in managing interns, volunteer staff personnel files and records.
- Facilitate the recruitment process staff, interns, and volunteer for WAW departments/units.
- Ensure targeted communication and capacity building and training programs in the performance management process to line managers to effectively evaluate and measure individual and team performance and to optimize performance and productivity.
- Assist the HR Team in conducting orientation/induction of new joiners in WAW.
- Participates in interview as HR representative /if required.
- Any other task assigns by line manager.
Job Requirement
- Minimum of 4-5 years of work experience in HR with international funded projects, donors, INGOs or NGOs.
- Bachelor Degree in Business Administration or in relevant field.
- Ability and willingness to travel within Afghanistan.
- Excellent communication skills
- Good communication and interpersonal skills and ability to work as a team player
- Good written and spoken English, Dari and Pushto
- Experience in managing small teams of administrative staff
- Ability to keep sensitive information confidential
- Fluent in Pashto and/or Dari with strong command of English
- Good self-starter with effective time management skills and high levels of organization
- Ability to manage multiple tasks simultaneously
- IT skills (e.g., Word, Excel, PowerPoint)
- General experience/knowledge of office, administration & human resources procedures.
