Summary of Key Functions

• The Project officer is basically responsible to coordinate and report all WHFS activities taking place in a given province and maintain regular working coordination with CARE Kabul Office/relevant project manager.
• Responsible for regular visits of the WFHS in terms of technical support, mentorship and monitoring of daily activities remain her basic assigned tasks.
• Develop/assist to develop action plans for all WFHS staff for execution of project activities and track progress of project targets/indicators with required feedback and share technical inputs with concerned staff.
• Regular participation/representation of CARE provincial management in all technical task force and coordination meetings/workshops and feedback sessions.

KEY RELATIONS

• Report to project manager keeping provincial management team in loop of communication.
• Collaborate with concerned entities/departments at CARE sub office level in respective province.
• Actively contribute to project team meetings, feedback/updates sharing sessions to ensure that the project interventions are implemented in effective and efficient manner and the project goal and objectives are met/on track.

KEY RESULT EXPECTED

• The Field Officer in expected to have close and regular working coordination with in-charge of all WFHSs and field staff including local community elders/stakeholders to develop/design action plan and monitor project activities.
• Facilitation of technical support and mentorship activities within and among WHFSs in the province remain one of the key responsibilities for the project officer with specific focus on maintaining productive working environment, executing administrative activities and reporting.
• Maintain provincial level coordination with key stakeholders including UNFPA regional office, government authorities, peer NGOs and community-based entities/Shuras etc.
• Support WFHSs colleagues (mainly community mobilizers, youth educators and psychosocial counselors) to organize and facilitate different public/target population awareness sessions as per project work plan.
• Conduct frequent/regular supportive supervision and monitoring visits from all WHFSs and community level activities and organize feedback sessions as per need.
• Responsible to work with provincial management and maintain internal control of project activities and different administrative tasks.
• Establish intimate working relations with target groups, households, communities to ensure safe and secure working environment and avoid any misunderstanding and rumors that might affect the project activities in the field.
• Organize project orientation events/sessions for key stakeholders at provincial level including sharing required information and objectives of the project with local communities and decision makers on the ground.
• Perform WFHSs staff performance review, recommend required support and participate in organizing capacity building events in coordination with CARE technical focal point and project management team.
• Work with local communities and target groups/beneficiaries regarding available resource mobilization, proper utilization of project inputs/assets and create the sense of ownership for sustainability.
• Ensure active community participation in terms of constructive feedback, awareness raising, local resource mobilization and project field activities assessment/monitoring.
• Review and follow project progress against expected outputs/targets to make sure that the project activities are being implemented according to project work plan, performance indicators and overall objectives.
• Prepare updates and information from all supervising activities to M&R Officer, provincial manager, project manager at any time required.
