Job Description

Duties and responsibilities:

  • Support the regional and provincial teams in microplanning. 
  • Close follow up on Data related to vaccine and cold chain (collection, compilation, analyze, feedback and record).
  • Tracking the vaccine supply chain upstream and downstream.
  • Facilitate/Conduct training need assessment and capacity building of key PEI/EPI staff including CCTs, FLWs and members of the provincial PEI/PEI teams on vaccine and cold chain management.
  • Work closely with the partners including the MOPH, WHO, communication team, and extenders to strengthening the teamwork spirt and coordination among the partners.
  • Support regional, provincial and district teams and stakeholders in capacity-building on vaccine and cold chain management issues.
  • In coordination with PEI partners, liaise with the Directorate of Health and BPHS NGOs to strengthening effectives vaccine management at HFs levels.
  • Work with institutions, build their knowledge, and engage them in Polio and routine immunization supply chain management and capacity building activities.  
  • Organize/participate in review and coordination sessions to address issues and solution for vaccine and cold chain management.
  • Co-lead the effective vaccine and cold chain management at regional, provincial and district levels. and provide feedback in coordination with relevant EOCs.
  • Active participation in precampaign, during campaign and post campaign activities.
  • Work closely with provincial PEI focal point, EPI management team and partners to track and respond the issues especially those related to vaccine and cold chain management.
  • Monitoring immunization campaigns and pay visits to clusters with high or low wastage rate.
  • Support the maintenance and preventive plans.
  • Prepare monthly plan and report on progress against the plan.
  • Undertake any other programmatic activity assigned by supervisor.

 

Deliverables:

Data and Reports:

  • Weekly vaccine stoke reports (WVSR) are compiled and shared.
  • Vaccine Utilization Reports (VUR)
    •  within 10 days after implementation of campaign.
    •  within 5th day of the next moth for CVAs
  • Cold chain equipment inventory (quarterly).
  • Vaccine arrivals reports (within 2 days of arrival of new vaccine supply).
  • Report on Vaccine and supply distribution/retrieval to/from the field.  
  • Report on loss or damage of vaccine and non-vaccine supplies.
  • Report on turn over or changes in number of staff of cold chain and FLWs.
  • Verification of financial documents.

 

Coordination and collaboration:

  • Team spirit with partners and institution established.
  • Supply and logistic coordination committee is established.
  • Participation in monthly or quarterly review meetings.
  • Participation in EOC meetings
  • Participation in pre, during and post campaign coordination meetings.
  • Coordination with EPI and PEI teams.

 

Training and capacity buildings:

  • On job training for PEI staff and cold chain team.
  • Participation in training of FLWs and facilitation of vaccine and cold chain part.
  • Learning new experience and knowledge.
  • Support and facilitate the training events for cold chain and EPI teams.

Field visits and supervision:

  • Regular visits from cold rooms at provincial and regional levels.
  • Regular visits from dry store at provincial and regional levels.
  • Field visit from HFs and campaign days ensuring the vaccine and nonvaccine supply are properly managed.
  • Dry store and cold rooms are properly managed (shelve cards and stock cards are updated).
  • Preventive and maintenances plans are implemented.
  • supportive supervision sessions for the CCTs or other polio personnel in the field provided
  • Monthly plan is shared and reported against it on monthly based

Job Requirement

Minimum Qualification and Experience:

  • University degree in Electric engineering, science, medical science, public health, or nursing. Bachelor’s degree in Technology, Mechanic, biotechnology, and/or refrigerator mechanical engineering is preferable. Experience in the Polio and EPI routine programme is given priority.
  • 5 years' experience in mentioned areas – working with cold chain and vaccine management program., and health promotion
  • Fluent in English, Pashto, and Dari
  • Good computer skills
  • Ability to travel to remote and far to access areas

Duty Station:

  • Duty station will be zonal offices and REMTs with traveling to the provinces and districts of the relevant regions of Afghanistan.
