About Afghan Family Guidance Association |AFGA: About Afghan Family Guidance Association |AFGA: Afghan Family Guidance Association (AFGA) is an Afghan non-governmental, not-for-profit and non-political organization established in 1968. AFGA has been working in the field of Reproductive health and Rights since its inception and has recently become an associate member of International Planned Parenthood Federation (IPPF). AFGA activities were suspended due to war and conflict in the country for ten years (1992-2002) and resumed its activities in 2002 with financial support from International Planned Parenthood Federation (IPPF). IPPF is an alliance of 151 family planning associations known as Member Associations which has projects in over 180 countries. IPPF continues to be the largest civil society provider of reproductive health information and services in the world.

Job Description

The primary responsibility of the logistics officer is to support effective and efficient implementation of the AFGA medical supply chain for the AFGA’s stakeholders and partners.

He/she will support the AFGA in the procurements, replenishment of medical and pharmaceutical items to various health centers, that take place on regular basis.

In addition, he/she will be responsible for supporting systems maintenance to ensure the efficient coordination between the AFGA HQ (pharmacy and Logistics Department) and the field (AFGA regional zones and branches) operation for supply and replenishment of all medical items.

Job Responsibilities and Duties

  1. Provide support to logistics operations and activities, following standard processes and facilitating, directly or indirectly, the effective delivery of medical assistance to beneficiaries.
  2. Support monitoring of the standard storage conditions of medicine in the AFGA regional stock.
  3. Support timely ordering and delivery of commodities and supplies to authorized partners and destinations.
  4. Assist in planning distribution of medical items/consignments to final recipients.
  5. Assist in monitoring inventory management processes to track trends and account for the inventory status from source to beneficiary.
  6. Prepare inventory report and share critical issues with his line manager to take necessary action.
  7. Process documentation for execution of logistics operations (e.g. GDN, GRN, Stock Card), take appropriate actions to resolve operational issues escalating various issues to the supervisor.
  8. Liaise with internal and limited number of external stakeholders including governmental bodies i.e. ministries to support efficient logistics operations management.
  9. Maintain and Keep track of all new shipments into the Provincial Office and closely follow-up with the Pipeline unit on arrival of the new shipments.
  10. Request for advance money for the logistics activities and other of transportation costs.
  11. Maintain day-to-day report for each shipment and sending the shipments status report on regular basis to the concerned staff.
  12. Ensure proper use and processing of procurement paperwork including purchase request, Request for Quotation, Purchase Order, bid analysis, Good receive note and payments.
  13. Prepare tender documents announcement conduct supplier orientation meeting on tenders and ensure appropriate tender delivery and receipt.
  14. Communicate invitation to the openings to the relevant units in coordination with the procurement Manager/ Officer.
  15. Enforce proper use of procurement celling and approval procedures throughout the procurement cycle.
  16. Coordinate with the finance department to ensure that the payment to vendors is made on-time.
  17. Ensure that the systematic effective and efficient filling system.
  18. Support Pharmacy and Logistic in ensuring that the AFGA procurement activities follow all rules and regulation by promoting best practice with high moral and work ethic.
  19. In cooperation with the finance management staff, ensure compliance with establish financial management rules and producers for all procurement.
  20. Maintain and update file on market prices for commonly bought items.

Job Requirement

- 5 years experience in logistic and supply managment, stock managment, inventory managment and transportation with national or international NGOs or public entities.

- Fluent english, Dari and pashto.

- Professional in communication skills.

- Working in humanitarian  projects is a plus point.

- Familiar with medical supplies.
