OHPM selected by the UNICEF and WHO and is responsible to delivering the HER (BPHS & EPHS) in Kapisa, Paktika, Helmand & Herat provinces and implementing other vertical projects in Khost, Parwan, Panjshir, Zabul, Nimroz and Kandahar provinces funded by the UNICEF, UNDP, UNFPA, WHO, WFP, according to established and agreed targets (for quality and coverage), and thereby contribute to achieving the goals of the Ministry of Public Health which are to: Reduce maternal and newborn mortality, Reduce under 5 mortality, improve child health and nutrition.

Job Description

  • Assist the Deputy Admin/Finance Manager in preparing weekly, monthly and quarterly finance action plan and progressive reports according to the BPHS/EPHS work plans and ensure the timely implementation
  • Assist the Deputy Admin/Finance Manager to manage the overall financial management; maintain the operating cash log (Cash book) and the “cash on hand” in the safe place.
  • Assisting in the preparation of budgets, managing records and receipts, reconciling daily, monthly and yearly transactions, preparing balance sheets, processing invoices
  • Keep accurate records for all daily transactions, Prepare balance sheets, Process invoices, Record accounts payable and accounts receivable, Update internal systems with financial data
  • Prepare monthly, quarterly and annual financial reports, Reconcile bank statements, Participate in financial audits, Track bank deposits and payments, Assist with budget preparation, Review and implement financial policies
  • Prepare the payrolls and keep track of all cash transaction, as well as maintain an updated cash account at all time
  • Prepare payment vouchers prior to any payment, check and attach all supporting documents to the payment voucher
  • Control the balance of the cash log every day, in the morning and prior to the closure of business.
  • Prepare the cash reconciliation on a daily basis. (The reconciliation should have shown (I) outstanding advances, (ii) un-posted vouchers, (iii) cash-in-hand.
  • Prepare bid analysis and handover it to the logistic and admin manager.
  • Review invoices and statements and approve payment; supervise maintenance of and conduct checks on accounting records and documents to ensure accuracy and adequacy of information
  • Make entry in Quick Books software pro- edition and produce detailed reports of profits and loss (by job, by class, etc.) trail balance, balance sheet, case books and expenses summary.
  • Check, edit and consolidate the overall project account, on a daily monthly and quarterly base and Reconcile the cash, bank account, and advance monthly
  • Submit monthly invoices / reports to the OHPM’s main office or donors for reimbursements and settlement of financial expenditures.
  • Facilitate the conduction of annual and project audits, for internal and/or external auditors, Monitor and follow up the budget of project financial activities in a monthly base.
  • Any other tasks as assigned by the project manager.

Job Requirement

  • A Bachelor level qualification in finance, commerce, economics, accounting or business
  • At least 3 Years’ work experience in financial management with government or Non-government organizations or UN Agencies;
  • Priority will be given to local candidates from Herat province, specailly currently working or has working experience in Herat BPHS project
  • Demonstrate computer skills (Ms. Office Package), Solid knowledge of financial and accounting procedures, Experience using financial software, Advanced MS Excel skills, Knowledge of financial regulations, Excellent analytical and numerical skills, Sharp time management skills
  • Excellent written and verbal communication skills in English language and fluent in a local language;
  • Ability to work under pressure, flexible and able to multi-task,
  • Ability to create a supportive working relationship with all project teams
  • Be able to travel all districts/health facilities as well as outside of province
