About Handicap International: HI has been supporting the Afghan people since 1987, starting its operations in Pakistan. Since 1996, HI has been operating across Afghanistan in order to launch victim assistance interventions, working at different levels of the society and adopting a cross-sectoral approach. While present on the ground to directly support victims of the conflict through the provision of a range of services – from physical rehabilitation, to mine risk education and inclusive livelihoods – HI has been continuously advocating to increase the rights of victims and other people with disabilities in the country. Job Description

Reporting to the national project manager with close working cooperation with the Consortium Coordinator and the Operation Manager, and the support services teams based in Kabul, the Project Manager contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in the country where s/he is based. S/he is responsible for implementing the INTPA- funded project, which will support the running of a Physical Rehabilitation Center (PRC) in Bamyan. S/he ensures optimal quality and the impact of the project implemented by means of a delegation system with appropriate oversight mechanisms. With all the other HI managers, the project manager shares responsibility for the sound management and effective functioning of the global organization. The Project Manager is based in Bamyan which foresee regular visits to Kabul. The Project Manager is expected to consolidate, deepen and extend HI position in Bamyan.

Mandate

  • In the intervention area, the Project Manager is the representative of the organization to promote a high reputation and positive image of HI.
  • In his/her intervention area, ensures compliance with the allocated budget framework and HI policies (safeguarding, commitment thresholds, security, human resources, risk management, etc.)
  • In his/her intervention area, actively monitors and analyses context developments, in order to identify risks and opportunities.

Mission/ Responsibilities

 Mission 1: Management

  • Manager as a role model: embody HI's values on a daily basis, and be a role model.
  • Manager as a coach for meaning: understand the strategy, make it explicit, translate it into operational objectives for his or her team, lead the necessary changes. Give meaning to each management action. Encourage inter and intra departmental exchanges of practice. Encourage innovation and risk-taking.
  • Operational manager: organize the operational management of his or her team, structure the work around identified processes, steer performance and facilitate the resolution of problems.
  • First HR & Coach: contribute to the development of his or her staff, creating the conditions for their commitment, professionalism and attachment to HI. Ensure compliance with the code of conduct and institutional policies, the mindset and expected individual and collective behavior.

Mission 2: Strategy and steering

Deployment of HI Strategy and HI frameworks & regulations in the intervention area

  • Contribute to program or country operational strategy (StratOp).
  • Support the development of new project proposals for the continuity or expansion of the project.
  • With the support of the operational and support services teams, ensures the best allocation of resources to match area ambitions, and plan accordingly,
  • Ensure the deployment and compliance with HI global frameworks, institutional policies and standards in the intervention area. These include: the mandatory reference frameworks (such as HI Mission & Values or HI Theory of Change: Access to services), all HI's institutional policies (Security/ Code of Conduct and Safeguarding/ Bribery prevention / PME and Project Quality Framework / Disability- Gender-Age…), and all institutional directives.

Mission 3: Operational implementation

Ensure the implementation of PHARDA project in the intervention area in line with the overall strategy of the organization, the project proposal and donor guidelines and implement the activities according to the project plans with the below specific Responsibilities:

Responsibility 1: Support the organization in Reducing the vulnerability and improved wellbeing of people living with disabilities in the intervention area, during the implementation of the project with the below specific activities:

  • Ensure that activities are implemented in line with the project proposal, the allocated budget and the standards operating procedures (SOPs). This requires regular follow up with the program, support services and technical staff.
  • In cooperation with the Consortium Coordinator, the operation Manager, Grants Department and Technical Unit, ensure project reporting internally.
  • Oversees and manage the delivery of physiotherapy services in the PRC with direct management of the physiotherapists.
  • Oversees and manage the delivery of prosthetic and orthotic services in the PRC with direct management of the P&O supervisor.
  • Manage and oversee the delivery and procurement of assistive devises in line with the relevant departments of the organization.
  • Oversee the repair services for P&O and assistive devices in the PRC.
  • Support the provision of tele-rehabilitation services locally.
  • Support and oversee the PSS activities in the intervention area.
  • Support the mapping of service providers in the central region of the county.
  • Manage and plan the trainings of the community health volunteers in the intervention area

Responsibility 2: Ensure that project implementation complies with the existing frameworks

  • Oversee expenditure and manage the project activity-specific budget lines according to the delegation he/she received based on the program signature delegation table.
  • Ensure the proper implementation and follow-up of institutional policies (specifically PME, PSEAH and Age-Gender- Disability policies) and the other HI internal standards.
  • Ensure compliance with the terms of the project proposal and the rules applied by the project funding body/bodies.
  • Ensure compliance with global technical standards and norms by communicating and by involving the technical specialists and officers with expertise in the project themes.
  • Actively engage in the development and follow of the supply plan for the project activities.
  • Actively engage in the recruitment of the staff needed for implementation of the project.

Responsibility 3: Ensure project monitoring, evaluation, reporting, accountability and learning

  • Ensure project monitoring, specifically activity progress indicators and the expected outcomes.
  • Develop and implement the project evaluation plan.
  • Ensure that the project is accountable and responsible to the local stakeholders.
  • Ensure project learning, considering lessons learned from similar previous projects, following the recommendations made throughout the project (from evaluations, support missions, audits, etc.), and capitalizing on the acquired knowledge.
  • Contribute to creating and maintaining the proper conditions for learning around rehab programming.
  • Contribute to a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to small deficiencies.
  • Reports the project activities and achievement as per the project requirements.
  • Conduct field visits as per need and validation of the line manager.

Responsibility 4: Ensure project data management

  • Utilize HI’s data collection and management tools
  • Ensure that data related to the project is collected and compiled in the project databases and supervise the activities of the database officers.
  • Carry out regular checks and makes any necessary corrections to the activity database/plan.
  • Guarantee the proper archiving of information and records.

Responsibility 5: Coordinate the teams involved in the project

  • Directly line manage the local staff including physiotherapist, P&O technical supervisor, Database officer, finance officer, store keeper, guards, cleaners and cook.
  • Facilitate coordination meetings between his/her direct team located in the area when necessary.
  • Ensure that his/her team and the support teams (shared and technical services, in particular) work well together in order to facilitate the implementation of the project in the intervention area.
  • Organize the project monthly, ISPR, kick-off and other meetings.

Responsibility 6: Other

  • Perform any activity that is assigned by the functional and technical line managers.
  • Perform any other activity foreseen necessary for the implementation of the project.

Mission 4: REPRESENTATION, INFLUENCE AND LEADERSHIP

  • The project manager is the representative of the organization, internally and externally in the intervention area, and promotes a high reputation and positive image of HI. This includes:
    • Employer’s representative responsibilities and compliance with the organization’s working regulations.
    • Communications on behalf of HI, with the approval of the line departments.

Job Requirement

Qualification: Bachelor degree or Master degree in Relevant studies (management, international relations), previous training in PCM.

Experience: at least three years of professional experience in implementing projects with international organizations, strong understanding of physical rehabilitation and inclusion, and experience in budget management skills.
