Job Description
General Position Summary
Mercy Corps Afghanistan seeking a highly motivated Grants Officer to support the Program Performance and Quality (PAQ) team. Under the direct supervision of the PAQ Manager, the Grants Officer will support in the planning funding, implementation, evaluation and reporting of respective program operations. This grants Officer position will support and occasionally lead proposal coordination and design, as well as ensuring regular project reporting and donor compliance. It will also include donor/HQ/partner engagement and information management.
Essential Job Responsibilities
PROPOSAL DEVELOPMENT
- Support and lead the development of concept papers and proposals to donors, in coordination with technical specialists, finance and procurement staff and HQ/ regional teams.
- Coordinate with HQ/regional teams and donors for continuous funding for the assigned portfolio
- Monitor funding status for each sector of the portfolio to identify possible funding gaps and ensure smooth transitions from one grant to the next.
- Closely collaborate with the DoP and PAQ Manager for early positioning with institutional government donors
- Support the Go No-Go process as per MC policy
GRANTS MANAGEMENT AND REPORTING
- Work on monthly, annual and end-of-project narrative reports, situational reports and other reports as necessary in collaboration with the other departments, including internal and external reports.
- Support, plan and facilitate grant reporting to meet donors and MCI highest standards.
- Monitor program's progress ensuring goals and objectives are achieved and non-financial grant requirements are adhered to.
- Provide program updates to HQ and regional teams
- Support the monthly project Review meetings
- Support the facilitation Start up and close out Grant meetings
- Support to streamline programs processes to ensure timely and quality preparation of grant proposals, donor reports and other reporting requirements.
- Support project filing according to Audit requirements
SECURITY
- Ensure compliance with security procedures and policies as determined by country leadership.
- Proactively ensure that team members operate in a secure environment and are aware of policies.
Accountability
- Reports Directly To: PAQ Manager
- Works Directly With: Program Managers, MEL Manager, CARM Manager, Finance Manager, Operations Manager.
Job Requirement
Minimum Qualification& Transferable Skills

- At least 2-3 years’ experience in supporting multi sectoral and multi donor funded grants including support leading in proposal development and donor reporting in emergency/post conflict environment.
- Prior experience and knowledge of USG (USAID BHA and State Dept./PRM), FCDO, EU, ECHO and UN OCHA grant management including regulations, procedures and requirements.
- Experience with, or knowledge of, program and compliance standards for institutional and UN donors
- Familiarity with key International Humanitarian Standards and Partnerships such as Sphere Project, Core Humanitarian Standards, Humanitarian Accountability and Partnership, ALNAP and IASC.
- Fluency in written and spoken English required.
- Strong communications skills with exceptional ability to articulate complex issues in a clear comprehensible manner to a wide variety of stakeholders
- Excellent writing skills, Ability to deliver high quality reports with short deadlines
- Excellent Computer Skills
- Ability to work in a multi-cultural environment
- Ability to work under pressure, ability to multi-task and juggle several tasks and relationships at one time
- Excellent communication skills, experience in representing an organization
