About Hand in Hand Afghanistan Organization: Hand in Hand Afghanistan Organization (HIHAO) is a not-for-profit organization based in Afghanistan. It started operations in 2007. HIHAO is part of the international Hand in Hand (HiH) network of independent organizations, working together towards a shared vision to alleviate poverty through job creation. The overall Hand in Hand mission is to promote the economic and social empowerment of women, by supporting the creation of sustainable enterprises, improved livelihoods and jobs. HIHAO has implemented/ implementing projects funded by DFID, European Union, CAFOD, WFP, GIZ, USAID, WB, DANIDA, SIDA, Hilti foundation and Hand in Hand International across regions of Afghanistan with focus in the center, north and west regions of Afghanistan through its main office in Mazar-e-Sharif and project office in Herat.

Job Description

The Admin Finance Manager provides both operational and programmatic support to the organization. The Admin Finance Manager supervises the Admin Finance unit and reports directly to the Executive Director and directly assists the Program Manager on all strategic and financial matters as they relate to budget management, cost benefit analysis, forecasting needs and the securing of new funding etc. 
 

Specific duties and responsibilities:

  1. Manage and coordinate the organization finance, administration/human resource and procurement related functions, tasks and deliverables such as:
      • Management and maintaining of HIHAO bank accounts
      • Budget development and monitoring of expenditures
      • Entry of all transactions in Quick Book
      • Expenditure tracking and reporting, monthly, quarterly and annually for the whole organization and its specific projects
      • Cash flow forecast and making sure the required money is available in order to avoid delay in the project activities
      • To oversee payments to vendors and manage office petty cash accounts
      • Make sure that all the financial transactions take place based on HIHAO financial policy and financial documents are properly maintained.
      • Ensure that each transaction has the essential supporting documents
      • Preparation of specific project financial report as per the donor requirements and format
      • Preparation of semi and annual report to the Ministry of Economic as per standard approved format in close collaboration with the program team
      • Preparation of annual financial statement/balance sheet (Ezhar Nama Maleyaty) to the medium tax payer office (MTO)
      • Making sure all eligible taxes from rents, purchases, consultants and staff salaries has been deducted and transferred to the government specific account  
      • Preparation of staff monthly payroll, and making sure all staff receiving their salaries through their bank accounts or any other applicable methods
      • Ensure that the Admin/HR/Procurement/Logistics and Finance functions run smoothly.
  2. Facilitate and assist the process of conducting of the organization annual external audit or any specific project audits as required by its donor
  3. Together with Executive Director, Program Manager and Project Manager review the projects budget and expenditures on monthly basis to make sure it is aligned with the approved projects work plan.
  4. Make sure that vouchers are accurately coded and numbered. Tracked and recorded into Quick Books.
  5. To oversee the protection of the office assets (cash, inventory) through the enforcement of internal control policies and procedures.
  6. Ensure that policies and procedures exist and communicated with the relevant staff /offices in order to comply with all legislative and regulatory requirements of donor and government.
  7. Providing training, orientation and technical support related to finance, administration, human resource management and procurement to all relevant staff and partners.
  8. Designing, establishing and maintaining appropriate project financial management system including internal controls, budgeting, accounting, reporting and auditing etc.

Job Requirement

  • The minimum education requirement for this position is Bachelor's degree in relevant field from an accredited university, having Master degree in the related field will be an advantage.
  • At least 4 years’ work experience in financial accounting and management in NGOs
  • Good computer skills, including experience using Microsoft Excel and Word.
  • Practical experience in operating accounting software especially QuickBooks is very necessary
  • Knowledge of accounting principles and procedures in NGO
  • Fluency in English, Dari or Pashto.
  • Strong sense of adaptability and ability to efficiently work and live in a stressed and result-oriented environment.
  • Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues.
  • Ability to collaboratively work in a team environment.
