Context: IOM is the leading inter-governmental organization promoting humane and orderly migration for the benefit of all, with presence in over 100 countries. IOM has had a presence in Afghanistan since 1992. IOM’s Stabilization, Reintegration and Resilience (SRR) Unit is currently implementing four projects, supporting peace building and preservation by building cohesive and inclusive communities; reintegrating people returning home by increasing access to essential services, investing in productive infrastructure, promoting sustainable employment and building social cohesion; and building the resilience of people, communities and local stakeholders by supporting resilient infrastructure, localization, and revitalizing local economic conditions. SRR applies two approaches to project implementation; an area-based approach (referred to as PLACES) and a value chain approach. The PLACES approach conducts spatial profiling, using data from the Displacement Tracking Matrix (DTM), to obtain multi-layered information on the mobility, vulnerabilities, and needs of displaced and mobile populations and their host communities. This profiling allows the SRR Unit to build on context-specific local capacities, including community governance structures, existing essential services networks, and market systems (where possible). Evidence from the spatial profiles informs and enhances the CBE process by ensuring that communities’ needs, expressed through inclusive planning workshops where strategic Community Action Plans are developed, are addressed with impactful, multi-sectoral interventions for the short-, medium-, and long-term. For example, a bridge might be built to connect an isolated community to a nearby urban area that offers job opportunities, education and health services – rather than replicating these services locally, risking lack of staff and a critical mass of people to sustain them. The Value Chain approach maps out economic sectors and industries from start to finish. It identifies the existing capacities and gaps along a value chain from input suppliers to processing to end market buyers. The aim of the approach is to develop and enhance linkages between parts of the same value chain, creating opportunities for different communities – both rural and urban – to complement one another. For example, rural small holder farmers may be supported to sell milk to a large dairy processing plant in a major city. By focusing on a specific sector, the Value Chain approach seeks to create the conditions necessary to have a positive ripple effect, in terms of safeguarding existing jobs, creating new ones, and enabling a community to feed into its local economy. Administrative reporting to: Head of IOM Afghanistan’s Stabilization, Reintegration and Resilience (SRR) division Close collaboration with: Programme Coordinator (Durable Solutions, Employment Creation & Livelihoods); Programme Engineer; Project Officer (Community Assessment and Engagement); Project Officer (GIS); Project Officer (M&E) Key responsibilities: The incumbent will support the Head of SRR in overseeing the country-wide implementation of SRR activities. The incumbent will manage implementation of the SRR portfolio in the sub-offices and act as an advisor to SRR Component Leads, providing information about ongoing issues and challenges, as well as recommendations for how to resolve these.
Job Description
Coordination and Leadership
- Provide information to the SRR Programme Manager and SRR Component Leads, about ongoing issues and challenges, as well as recommendations for how to address these.
- Support the SRR Programme Manger and SRR Component Leads in the implementation of IOM Afghanistan’s Stabilization, Reintegration and Resilience (SRR) portfolio across Afghanistan in a timely and effective manner, and in line with IOM and donor administrative rules, regulations and procedures.
- Support the SRR Programme Manager and SRR Component Leads to implement all aspects of IOM’s PLACES process for area-based response at provincial level, including (i) targeting, (ii) spatial profiling, (iii) community action planning, (iv) project implementation, (v) M&E.
- Ensure adequate integration of cross-cutting issues such as economic, social and psychosocial reintegration, Accountability to Affected Populations, Do No Harm and protection in project assessments and implementation, in close coordination with relevant IOM units and other service providers.
- Plan, coordinate and monitor all project activities implemented by technical teams across Afghanistan to ensure effective and timely delivery.
- Promote and facilitate the inclusion of the needs of the targeted communities, not just at project design stage but throughout the lifespan of the project, and ensure that any changes are discussed and agreed with the community.
- Participate in the development of a handover strategy for all projects.
- Provide regular updates to SRR senior management about progress of work, challenges and upcoming opportunities.
External and Internal Partnerships
- In coordination with the SRR Programme Manager and SRR Component Leads, build partnerships with implementing partners and relevant stakeholders such as civil society groups, local governance entities (such as shuras and community development councils), UN agencies, international organizations, and private sector actors, focusing on SRR priorities.
- In coordination with the SRR Programme Manager and SRR Component Leads, work in close coordination and cooperation with different units within IOM Afghanistan to ensure efficient delivery of project activities including procurement, logistics, finance, ICT, security.
Miscellaneous
- Collect inputs from the provincial teams and contribute to the drafting of proposals, contracts, budgets and other related documentation in coordination with other IOM Afghanistan staff.
- Undertake site visits and duty travel as required.

SKILLS
- In-depth knowledge of the broad range of migration related subject areas dealt with by IOM.
- In-depth knowledge of project lifecycle management, including project identification, implementation, and monitoring and evaluation.
- Demonstrated experience in stakeholder liaison, in-depth community engagement, conflict analysis and mitigation.
- Knowledge of urban and development policies and plans at local and national levels.
- Knowledge of UN and bilateral donor programming.
- Excellent computer skills, especially in MS Office remote working applications such as MS Word, MS Teams, MS SharePoint, etc.
- Demonstrated ability to work with minimal supervision and demonstrate high level of initiative, perseverance, and professional commitment to achieve high-quality results.
- Outstanding written and verbal communication skills.

Required Qualifications and Experience
Education
- Advanced University degree or equivalent in Political Science, Social Science, Economics, Public Administration, or a related field from an accredited academic institution with minimum two (2) years of relevant professional experience; or
- University degree in the above fields with four (4) years of relevant professional experience.
Experience
- Relevant professional experience in implementation of large programmes in technical areas of return, reintegration, economic resilience, peace-building, community planning or similar.
- Proven ability to establish and maintain strong working relations and lead, motivate teams and cooperate with relevant stakeholder and community counterparts, international organizations, implementing partners and private sector entities.
- Experience with international organizations, UN agencies, (international) non-governmental organizations is preferred.
- Experience in team supervision (preferably in multicultural environment set-up) is required.
- Experience working with staff from diverse environments and managing teams remotely.
Languages
Fluency in English, Dari, and Pashto (oral and written).
