Job Description
Job Overview:
The project aim is to provide emergency cash assistance for food to 7,890 vulnerable and food insecure individuals (1,127 Households) in IPC Phase 3 and 4 in Darwaz-e-Balla, Darwaz-e-Payin, Eshkashem, Khwahan and Kofab districts of Badakhshan province to ensure the need for food is met and food security is improved. The Finance Officer will be based in our Kabul office and will provide the team with finance related. S/he will follow the standard, ACDO Finance manual and procedures as well as provide support to the project team at provincial level. The role holder will be expected to work outside the normal role profile and in vary working hours accordingly
Job Description:
- His/ Her role is making ensure the applicability of generally accepted accounting and audit principles and policies are followed and ensure the adequacy and effectiveness of internal accounting procedures and operating systems and controls.
- Preparing purchase requests and cash advance forms.
- Preparing bank reconciliation on monthly bases for the ACDO bank accounts.
- Preparing in a timely manner accurate financial reports as required by the donor or for internal monitoring processes.
- Preparing Staff Salary, leases, and subcontractor payments on schedule
- Ensure tax payments strictly and deposited them to the MoF on time
- Ensure to prepare timely, accurate month-end closing, cash requests, and cash reconciliations.
- Preparing budget versus the actual of all ACDO projects on a monthly base and submitting it to the finance manager to compare and control operating costs as per the ACDO finance policy.
- Ensure that all the contractual requirements are met based on donor and organizational policies and procedures.
- Prepare documentation for events payments.
- Check financial transactions and prepare vouchers and further necessary documentation.
- Entering daily transactions into financial software (Quick Book).
- Ensure and do proper clearance of cash flow to all field offices as per their advance requests.
- Responsible for preparing the financial statements of ACDO projects quarterly, monthly, and annual bases also as per the donor requirements, and submitting them to the ACDO Finance manager for review and further action.
- Maintains field office system of accounts ensuring all accounting data is updated, reconciled, and fully supported on daily basis.
- Oversee and assure an adequate and appropriate filing system for the copies of the original receipts within the finance section.
- Receiving complete documents, invoices, bills, etc. ensuring the proper name, date, stamp, and supportive documents.
- Ensure payment upon approval of bills and invoices by cash after the Finance Manager thoroughly cheques and cash the receipts.
- Check the receipts for accounting codes, budget, donors, and auditors’ requirements in the absence of the Finance Manager.
- Reconcile the cashbook of different currencies with the petty cash in the safe regularly.
- Ensure compliance with the Country’s local laws, particularly on withholding taxes
- Inform the Finance Manager of the daily cash balance.
- Maintain all financial records properly (hard copy and soft version).
- Be available to carry out any other tasks deemed useful by his direct manager.
Job Requirement
Qualifications:
- Bachelor’s Degree in Finance/Accounting, ACCA, BBA, and Economics or any other relevant field
Skills:
- Ability to cope well under pressure, work irregular hours and meet tight deadlines
- Sound organizational skills and ability to prioritize and deliver assignments in a timely manner often under severe time pressures
- Deadline-oriented
- Experience in QuickBooks and excellent computer skills, particularly with MS- Office Package.
- Experience and ability of Afghan Taxation System rules and regulations implementation according to the schedule.
- Ability to critically review and improve financial management and expenditure monitoring systems to increase accountability.
- Excellent interpersonal and communication skills
- Knowledge of financial Laws and regulations
- Excellent analytical and numerical skills.
- Language: English is indispensable
- Prior experience working with an NGO in Finance.
