About Blumont/ Conflict Mitigation Assistance for Civilians (COMAC): The Conflict Mitigation Assistance for Civilians (COMAC) activity, implemented by Blumont Global Development, Inc., provides comprehensive victims’ assistance (VA) to Afghan families affected by conflict. COMAC is designed to operate in all 34 provinces of Afghanistan. In addition to providing VA services, COMAC also builds the capacity of its staff and community volunteers to facilitate VA service provision, conducts outreach, and empowers Afghan civil society organizations (CSOs) to raise awareness among the Afghan public and their beneficiaries on the need for and the availability of VA services.

Job Description

Job Description:

The Community Mobilizer will report directly to the Regional Director. The Community Mobilizer will be required to work directly with affected communities daily to facilitate coordination between communities and local government and civil society organizations to provide assistance to affected families and communities. Specific job duties will include, but not be limited to, the following activities:

Essential Job Functions:

  • Works directly with COMAC beneficiaries to assess and investigate incidents, assist in refer beneficiaries for appropriate assistance, and manage the process for quick and tailored assistance when required, this may include facilitating contact between local NGOs or government programs, and coordinating with the COMAC regional office for the provision or larger direct assistance.
  • Investigates incidents at the direction of the Regional Director and provides detailed incident reports (either written or via phone).
  • Undertakes beneficiary registration and documentation, in coordination with other COMAC staff.
  • Coordinates with COMAC regional and local staff, such as Provincial Ministry Liaisons, and regional field office staff.
  • Maintains local relationships with stakeholders and local counterparts, including government and community official/elders.
  • Works with field monitors and other COMAC staff to assist with activity monitoring and evaluation
  • Willing to be based in a local district, including a kinetic district.
  • Regional travel to provincial capitals and local districts within the Regional Duty Station is required, including to kinetic areas.
  • Other duties as assigned by supervisor.

Job Requirement

  • Bachelor’s degree in Economics, Agriculture, Social Science or other related field.
  • 3-4 years experience in community-level engagement, such as agricultural extension work, field monitoring, or coordination for donor-funded programs.
  • Experience in agriculture, infrastructure, health, or training highly preferred but not required.
  • Ability to read and write Pashto or Dari.
  • Strong verbal communications skills.
  • Ability to travel in and around specified district(s), or province-wide, depending on security.

Travel Requirements:

  • This position will have expected travel up to 70%.
