About Integrity Watch Afghanistan: Integrity Watch is an Afghan civil society organization committed to increasing transparency, accountability, and integrity in Afghanistan. Integrity Watch was created in October 2005 and established itself as an independent civil society organization in 2006. The head office of Integrity Watch is in Kabul with provincial programmatic outreach in Balkh, Herat, Kabul, Kapisa, and Nangarhar Provinces of Afghanistan. Integrity Watch also works in several other provinces through its local partners. Over the last decade, Integrity Watch’s work has focused on three major components: (1) Community Monitoring, (2) Research, and (3) Advocacy. Ever since its establishment, Integrity Watch has tried to encourage active citizenship and community mobilization through its programs. Our community monitoring work has included the development of community monitoring tools, mobilizing, and training communities to monitor public services, education and health, as well as construction projects . So far, more than 2308 public services sites have been monitored by 4844 volunteers. Our current research work is focused on the health and education sector as well as aid effectiveness. The objective is to develop new, ground-breaking empirical research in order to set the agenda, influence decision-makers, and bring to the public attention non-documented and non-explored issues. The aim of our advocacy work has been to enhance Integrity Watch’s pioneering role in advocating for knowledge-based decision-making and informed public debate on governance and integrity issues. Our advocacy work includes the facilitation of policy dialogue on issues related to integrity, transparency, and accountability. We have engaged in policy advocacy for issues that communities experience on a day-to-day basis while trying to hold the government and service providers accountable. Our current thematic focus is on aid effectiveness, the education and health sectors as well as broader governance issues. Overall, Integrity Watch has proven itself throughout the years as the lead anti-corruption organization both at the local and the national level. In addition, Integrity Watch has also earned international recognition and has contributed to the global fight against corruption through knowledge sharing and joining coalitions working on global integrity and anti-corruption agendas.

Job Description

Background on the duty

The Finance Manager will be responsible for the overall management of all financial operations, financial reporting activities and the finance team. He/she will advise the Executive Director in all financial-related issues and on occasion report the Board of Directors and External donors and partners. This position is based in Kabul.

Responsibilities and duties

The Finance Manger will be responsible for all organisational finance and accounting activities. S/He will be in charge of the finance department and will be reported to Deputy Executive Director.

The following are the main responsibilities of the Finance Manager:

Management:

 

  1. Oversee all organization accounting practices, including accounting, preparing budgets, financial reports, payroll, tax and audit functions;
  2. Provide advice to the development and maintenance of financial systems and processes;
  3. Provide advice and information to the management overseeing financial operations for changes to take place;
  4. Conduct reviews and evaluations for cost-reduction opportunities;
  5. Supervise Finance team.
  6. Ensure safe guard of the asset of the organization through applying internal control procedures.
  7. Manage organization cash flow on monthly, quarterly and annual bases

Compliance:

  1. Make sure policies and internal rules are in place and followed in order to ensure transparency and internal control of financial operations;
  2. Ensure that all the required supporting documents are attached with the invoice and meet IWA standards of invoicing before any payment.
  3. Oversee the Implementation, and accuracy of financial accounting and operational policies and activities.
  4. Ensuring all financial regulations including taxation are adhered to; keep abreast of changes in financial regulations and tax legislation;
  5. Make correct cost allocation and avoid any misallocation and misclassification.
  6. Keep the expenses to the allowed flexibility limit.

Reporting:

 Prepare IWA annual accounts at the end of each year according to IFRS

  1. Close contact with donors, budget holders and program managers.
  2. Prepare monthly/quarterly financial reports to the management and donors.
  3. Prepare monthly bank reconciliation for all IWA bank accounts.
  4. Facilitate and provide documents for the internal and external auditors as required.
  5. Prepare budget VS expenses report for each project on monthly base and share with all departments.

Job Requirement

Education

  • Master degree in Accounting/ Finance (Minimum Bachelor degree in Accounting/Finance)
  • Continuing educational training a plus.

 

Experience

  • Previous personnel management
  • Firm grasp of professional business communications and the ability to work in teams.
  • Experience in financial report creation and financial narrative creation a must.
  • Previous experience in NGO or International Organisation Finance and Accounting.
  • Multicultural approach and professionalism.

 

Knowledge, skills and abilities

  • Knowledge of Accounting and Finance in NGOs and/or international organisations.
  • Knowledge of accounting software.
  • Ability to work in a systematic and organized manner with good attention to accuracy and details.

  • Must be computer literate (Microsoft Office programs).
  • An effective communicator, both written and oral.
  • Must be computer literate (working knowledge of word processing, PowerPoint, Excel).
  • Enthusiasm for the mission of Integrity Watch and fighting corruption in Afghanistan.
  • Self-motivated, good organizational skills, detail-oriented, ability to prioritize, multi-task and meet deadlines
  • Ability to communicate in a professional manner with multicultural contacts and international donors and partners.

 

Languages

  • Good written and spoken English and the ability to translate messages English/Dari and/or Pashto accurately.
