Office/Unit/Project Description As a trusted, long-term partner of The Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund, GF), UNDP’s value proposition lies in providing an integrated package of development solutions to strengthen institutions to deliver health services. Through its contributions as interim Principal Recipient (PR) and provider of technical assistance in over 53 countries since 2003, UNDP’s provision of integrated policy, implementation and capacity development support to countries has yielded significant health and development results in challenging operating environments. Within the HIV, Health and Development Group, Bureau of Programme and Policy Support, Global Policy Network the Global Fund – Health Implementation Support Team (GF/HIST) is a dedicated team providing support to UNDP Country Offices implementing health and development programmes. In Afghanistan, UNDP is the interim Principal Recipient for the three diseases, HIV, TB and malaria and health system strengthening (the Grant). For effective implementation of the Global Fund resources, UNDP Afghanistan has established a Program Management Unit (PMU), which is responsible for the day-to-day overall programme management, risk management, policy guidance, financial accountability, procurement of goods, including health products and services, strengthening of the national pharmaceutical and laboratory supply chain systems. The Grant Manager will be responsible for leading a multi-disciplinary team, achieving a high level of programme performance, coordinating and building strategic partnerships, providing policy and strategic technical guidance and engaging with partners capacity on strengthening national systems and health institutions. This will be done in accordance with UNDP rules, policies and procedures and corporate agreements with the GF, and working in close coordination with national stakeholders, the GF (including Local Fund Agent), CCM and technical and UN partners, the GF/HIST and other UNDP programmes. The Grant Manager works in close collaboration with the Programme Specialists for HIV, Malaria and TBRSSH, the operations teams in the PMU in ensuring successful implementation and oversight of the Grant.
Job Description
3. Scope of Work
Under the overall supervison of the Project Coordindator, the Grant Manager will be responsible for the following functions:
1- Strategic leadership, programme planning and implementation of the project focusing on achieving the following results:
• Leads on the strategic planning and programme management of the Grant, in compliance with UNDP rules, policies and procedures, and the terms and conditions of the Grant Agreement with the Global Fund and corporate agreements with the Global Fund;
• Provides routine technical support to programme focal persons to provide capacity transfer, ensure speedy implementation and delivery of approved work plan and budgets and proper accountability for programmatic results and efficient use of the Global Fund resources;
• Develops and monitors detailed implementation plans in collaboration with the programme focal persons and other functional teams in the PMU, and in line with the Grant Budget, Performance Framework and Health Products Action Plan;
• Under the direction of the Programme Coordinator, ensures effective programmatic harmonisation and integration of the components of the Grant;
• Develops and maintains an organizational structure to ensure UNDP is resourced to deliver its commitments, leads on the recruitment of PMU staff, fostering diversity, equity and inclusion and builds the technical, management and leadership capacity of staff for promotion of organizational excellence; and
• Identify existing bottlenecks in the overall coordination, management, and implementation of the approved Grant activities and guidance and provide strategic solutions in the implementation of activities related to the assigned programme/projects.
2- Ensures proactive financial, asset and health product management and oversight and controls are met and proactively performs risk assessments focusing on achievement of the following results:
• Contribute to the preparation of Grant documents required by the donor, including work plans, budgets, monitoring and evaluation plans, and procurement and supply management plans and leads the negotiation of of timely reprogramming requests and identification of cost savings;
• Ensures UNDP’s financial, asset and health product (including quality control, insurance) management policies, procedures, and SOPs are followed and validated by internal reviews;
• Provision of inputs to preparing quality submissions of financial and programmatic donor reports and responses to management actions, compliance with grant conditions and revisions to the grant agreement(s);
• Works with the Programme Coordinator to perform risk assessments, develops and implements risk management matrix/plan with the PMU staff and implementing partners and ensures adequate oversight and support is provided, with timely incident reporting;
• Works with the Programme Coordinator on the completion of Sub-recipient (SR) assessments, contracting, monitoring, with SRs work plan and budgets implemented in compliance with UNDP’s SR grant agreement, and service providers while ensuring quality of the programme and achievement of programme goals; and
• Support the Programme Coordinator on programme audits and investigations in coordination with the Regional Bureau, Office of Audit and Investigations and GF/HIST and ensures timely follow up on audit recommendations.
3- Grant management, including ensuring programmatic and financial performance and achievement of intended targets on achieving the following results:
• Work with the Sub-recipients and national counterparts in their effort to improve the overall performance of the Grant interventions;
• Develop and submit work plans and budgets, and coordinates with other PMU functional areas including, finance, monitoring and evaluation, procurement and supply management (PSM) to ensure that the performance frameworks and PSM plans for the Grant are realistic and achievable and that they are in tandem with national strategic plan and programmes;
• Coordinate the timely preparation of the quarterly programmatic and financial progress reports as well as annual work plans, reports and activity schedules with other functional areas, including, finance, monitoring and evaluation, procurement and supply management (PSM);
• In accordance with approved relevant work plans and budgets, prepare timely procurement plans and technical specifications in close consultation with the relevant National Programme and facilitate procurement of commodities with the procurement team of the PMU;
• Work with the PSM and and procurement team to ensure the proper and timely implementation of the relevant activities under the components of the Grant;
• Ensure, in close collaboration with finance team the financial management of the Grant budgets, including budget revisions, monitoring the grant absorption rate, monthly and quarterly tracking and review of expenditures etc; and
• Work closely with M&E team towards effective monitoring, timely reporting and analysis of results of projects to incorporate lessons learnt into recommendations for improvement to be implemented by partners.
4- Ensures provision of strategic policy advice and technical guidance focusing on achievement of the following results:
• Ensures harmonization and integration of the Grant into the national strategic documents on disease programmes;
• Provides strategic policy and technical advice to the national diseases programmes, and implementing partners and supports work on programme adjustments as necessary;
• Participates in technical committees of the CCM, as required;
• Provision of inputs & advice on the implementation of interventions and policy guidance related to the removal of human rights and gender related barriers to the access to and uptake of Grant services; and
• Coordinates planned studies and programme review(s) with the national disease programmes, in collaboration with the implementing partners, CSOs, UN agencies, financial and technical partners, the GF and the CCM.
5- Ensures guidance and capacity building and facilitation of knowledge building and sharing focusing on achievement of the following results:
• Engages with national disease programme, implementing partners, CSOs, UN agencies and financial and technical partners to strengthen national systems and health institutions, across functional areas including, procurement and supply chain management, financial management and oversight, SR management, risk management, project implementation and monitoring;
• Deliver training and provide guidance to PMU staff and develop work plans and priorities, monitoring achievements and evaluating performance of staff;
• Capacity building and knowledge sharing on grant specific issues especially for the section staff, through (on-the-job) trainings and synthesis of lessons learned/best practices
• Engages with national partners and oversees the development of capacity development strategies to support national entities to implement and assume the PR role over time, ensuring access to appropriate tools and resources;
• Identifies and supports development of communications (print, video) highlighting key programme achievements, best practices, and lessons learnt and contributes to information sharing with the national programmes, implementing partners, CSOs, UN agencies, financial and technical partners, the GF and the CCM; and
• Actively participates in UNDP and other relevant external networks to promote the programme and UNDP’s health and development work (conferences, community of practice, Yammer) and represents UNDP in relevant technical meetings, working groups at country, regional and global level.
• Any other duty assigned by the Programme Coorindator.

4. Institutional Arrangement
Under the overall supervision of the Project Coodindator, the Grant Manager promotes a collaborative, client-focused, quality and results-oriented approach across Grant Sub-recipients and stakeholders. The Grant Manager working in close coordination with national stakeholders, the GF (including Local Fund Agent), CCM and technical and UN partners, the GF/HIST and other UNDP programmes. The Grant Manager will work in close collaboration with the Programme Specialists for HIV, Malaria and TBRSSH, the operations teams in the PMU in ensuring effective integration of the Global Fund program, successful implementation and oversight of the Grant.
Job Requirement
Min. Academic Education
• Master’s in Public Health, Social Sciences, International Development, Business Administration, or related field.
• A Bachelor’s degree in Public Health, Social Sciences, International Development, Business Administration, or related fields with 2 additional years of relevant experience may be considered.
Min. years of relevant Work experience • A minimum of five years experience with Master’s degree, or seven years with Bachelor’s degree in the implementation of health and development programmes.
• A minimum 3 years’ experience working on Global Fund programmes or other donor funded health programmes.
Required skills and competencies
• Strong organizational, communications, interpersonalt skills.
• Experience in working with government counterparts in the health sector.
• Demonstrated experience in developing and managing effective partnerships with government.
Desired additional skills and competencies
• Knowledge of UN/UNDP rules, polcies and procedures is an asset.
• Demonstrated experience in the monitoring and evaluation of health programmes is an asset.
• Demonstrated experience in building capacity of national entities in the context of health and development programmes is an asset.
• Demonstrated experience in management of teams.
• Sound knowledge of communicable disease programmes.
Required Language(s) (at working level)
• Fluency in written and spoken English both written and oral is required.
• Fluency in Dari and/or Pashtu is required.
