Job Description
In response to the deteriorating humanitarian situation in Afghanistan, the Asian Development Bank (ADB) has launched a USD 405 million grant through the “Novel Financing for Sustaining Essential Service Delivery Project” to alleviate the adverse effect of the crisis. The objective of the intervention is to sustain delivery of essential public services and food security to ease the adverse impact of economic disruptions on the welfare and livelihoods of the most vulnerable population groups in Afghanistan. The ADB grant will be implemented through separate projects delivered by UNDP, UNICEF, WFP, and FAO as executing agencies. The allocation to UNDP will focus on monitoring of the grant programme implemented by UNICEF, WFP, FAO and conducting socio-economic assessments and on-demand research to support a Phase 2.
Job Requirement
The Incumbent will undertake the following to ensure the success of the project:
- Support in monitoring the consulting firms/RPAs
- Coordinate socio-economic assessment and thematic studies
- Support in the project implementation and coordination
- Support to ensure knowledge building and knowledge sharing
- Support in monitoring the consulting firms/RPAs:
- Preparing the Responsible Party Agreements/LVG agreements for third party monitoring and quality assurance of the activities implemented by third party.
- prepare reports on the implementation of the RPA.
- Liaise with partners on RPA implementation, reporting, information sharing, and further work planning, develop and present progress as well as lesson learnt.
- Collect primary and secondary data, analyse the data which will be useful for the analysis, provide support in drafting and finalizing reports, studies, policy notes, and other knowledge products related to the project.
- perform other research and analytical tasks, as may be reasonably required by the project.
- Ensure that the RPAs mechanism is implemented timely according to the performance indicators agreed within the scope of approved budgets and work plans;
- Work in close collaboration with the National Monitoring and Communication Officer to ensure that the Responsible parties/consulting firms submit timely reports of their activities in line with UNDP guidelines for reporting;
- Ensure the quality assurance of the activities implemented by the Responsible parties/consulting firms through technical review of their deliverables, spot checks and field visits, financial and substantive monitoring and evaluation of the RPAs, identification of operational and financial problems, and development of solutions;
- Prepare reports on the implementation of the RPAs, reporting on the activities and their impact including through the submission of progress reports and financial reports;
- Update the risk log and identify mitigation measures when required;
- Coordinate socio economic assessment and thematic studies.
- Coordination of component 2 and 3. There are 3 deliverables for socio economic assessment, Impact assessments, thematic studies. Coordination of all those activities by working closely with the consultants.
- Coordination of the project implementation will coordinate the information between the implementing partners and UNDP team, and will facilitate all the activities to ensure the timely selection of third parties for monitoring, implementation, and oversight of the RPAs.
- Prepare the note to files and modifications to the project
- Prepare and/or revise charts, graphs, and tables, as necessary, for presentations, reports, studies, policy notes, and other knowledge products related to the project.
- Proactively engage and facilitate all required activities to ensure the timely selection, implementation, and oversight of the RPAs;
- In close collaboration with the Project Manager, liaise with the relevant national and international stakeholders;
- Lead all the required logistical, contractual, and recruitment-related work to ensure the timely implementation of the RPAs mechanism for consulting firms.

- Support in the project implementation and coordination
- Proactively identify areas of required trainings for the Responsible parties/consulting firms, plan the trainings and ensure their implementation and coordination;
- Proactively identify areas of improvement in the implementation of the RPAs by the Responsible parties/consulting firms and engage with the Responsible parties/consulting firms in order to work with them towards the implementation of new methods, tools or strategies to maximize their results;
- Work together with the M&E team of NFM project and the Responsible parties/consulting firms to develop survey and data collection tools;
- Take leadership in policy formulation for substantive engagement of NGOs/CSOS civil society in the monitoring efforts based on experiences and lessons learnt during project implementation;
- Liaise with partners on RPAs implementation, reporting, information sharing and further work planning;
- Identify and share best practices in implementation and management of the RPAs at the local and international levels.
- Development and building-up of strategic partnership and maintenance of good relations with and key stakeholders.
- Support to ensure knowledge building and knowledge sharing:
- Systematically and strategically share experience, lessons learnt from the RPAs management activities with project and programme team members, as well as, with broader UNDP Afghanistan Country Office colleagues and donors.
- Develop and present progress as well as lessons learnt at relevant key meetings including but not limited to the project board meeting and donors meeting.
- Perform other related tasks as assigned
- Institutional Arrangement
Under the direct supervision of the NFM Project Manager, the Component Officer will undertake the assigned functions to ensure the implementation of the assigned functions.
