About Handicap International: HI has been supporting the Afghan people since 1987, starting its operations in Pakistan. Since 1996, HI has been operating across Afghanistan in order to launch victim assistance interventions, working at different levels of the society and adopting a cross-sectoral approach. While present on the ground to directly support victims of the conflict through the provision of a range of services – from physical rehabilitation, to mine risk education and inclusive livelihoods – HI has been continuously advocating to increase the rights of victims and other people with disabilities in the country. In particular, and in line with its global strategy and priorities, HI has been advocating to reduce the use of landmines and conventional weapons. Acknowledging the need to respond to the urgent emergency crises combined with longer term, chronic gaps in the provision of services, HI has steadily expanded its range of activities and services in order to support the most vulnerable people, enhancing their resilience while strengthening participation and inclusion of all individuals.

Job Description

1. Base’s security strategy:

1. To contribute to the definition, implementation and follow-up of the Security Department strategy in line with the country and global strategies at the base’s level 2. Steers security strategy and functioning through the active promotion of HI’s institutional policy and the optimization of resources at the base’s level;3. Contributes towards the revision and implementation of operational strategy (stratop) within his sector of expertise and areas of responsibilities; 4. Contributes to the drafting, revision and implementation of the Security Budget forecast in his area of operation

2. Context monitoring, analysis and reporting:

1. Gains a thorough understanding on security issues in his area of responsibilities and develop an effective security related information collection 2. Follows the evolution of local and regional context as well as national and international context when its necessary; 3. Supports the diversification of information sources and capitalizes information about key contacts on the specific area; 4. Develops your own networking in order to gather and cross check information obtained from the area; 5. Monitors media, social media and any other relevant information sharing platform daily. 6. Continuously monitors and assesses the safety and security situation in his/her areas of responsibility and shares relevant safety and security updates/ information followed by advisories with staff and management in a timely manner and as appropriate 7. Provides weekly security situation report to the Area Manager, to the Humanitarian Access and Security Manager and to the Program Director; and, provides security brief to staff (two ways communication: update staff on context and listen to security concerns/challenges staff is experiencing) 8. Provides “ad hoc” security situation and incident analysis, based on the frequency and on the severity of the incident.

3. Operational Safety and Security Management:

1. Ensures respect and application of HI standards and of the mission for the whole of his/her professional sector and areas of responsibilities, with regard to policy, processes and tools; 2. Adapts and contextualizes security standards according to specific local characteristics of the bases under his area of responsibility when needed. 3. Ensures that the base is in-line with HI’s security policy in your area of responsibility; 4. Contributes to the drafting, revision and implementation of the Country Security Management Plan, SOPs and Contingency plans 5. Follows up the application of security procedures, analyses and formalized lessons learnt to the Area Manager and the Humanitarian Access and Security Manager; 6. Proposes to Area Manager and Humanitarian Access and Security Manager improvements for the management of security in the area of responsibilities and participate to the planning of security procedures implementation. 7. Conducts area assessment (desk assessment and field mission) in a timely manner when required; 8. Incident management: 9. Manages minor incidents in coordination with the Area Manager, as per HI’s procedures; 10. Supports major incident and crisis management when required and relevant, as per HI’s procedures 11. Support in drafting Security Incident Report in a timely manner 12. Conducts regular site security assessment for each HI facilities and sites of interventions in his/her area of responsibilities 13. Undertakes monthly check of office and guest house to ensure appropriate safety and security procedures/equipment are in place and functional (in coordination with Logistic Department) 14. Oversight of the guards ensuring quality services are provided from the guard company 15. In coordination with Logistic Department, monitors that all vehicles are properly equipped, maintained and driven as per HI Safe driving guidelines 16. Ensure the communication and safety equipment functions at all times ( sat phone, cameras, phone lines, tracking systems, fire extinguishers, exist doors etc). 17. Provides security clearance to HI staff movements based on the security and safety situation and in coordination with the Area Manager 18. Reports any safety and security information that could potentially have an impact on HI staff or operations to the Area Manager and to the Humanitarian Access and Security Manager 19. Reports immediately any breach of safety and security rules and regulations to the Area Manager and the Humanitarian Access and Security Manager 20. Contributes to the implementation of the HI Acceptance Strategy and track HI’s acceptance within his/her area of responsibility. 21. Any other task assigned by management within the limits of his/her sector

Representation and coordination:

1. Represents HI on relevant platforms as required; 2. Represents HI in bilateral meeting with humanitarian actors and with local actors when requested by the Area Manager and the Humanitarian Access and Security Manager; 3. Maintains and expands HI’s network of contact with key staff of INGOs or UN agencies specialized in analysis and security and with security access referent of other governmental entities in the area if required.

Training:

1. Assesses risk behaviour from HI staff (national and international) in the area; 2. Contributes to the drafting, revision and implementation of the Annual Safety and Security Training Calendar 3. Contributes in the development of training material and delivery of training to staff.

Humanitarian Access:

1. Continually analyses the humanitarian context on the area, identifying challenges to physical access, opportunities for improvement, and key actors; 2. Supports the Area Manager on the preparation of exploratory visit and the opening of new areas. 3. Contributes to the revision and implementation of the Access Strategy implementation within his/her responsibilities.
