Job Description

Role

Under the supervision of the Head of Support for Afghanistan, the Finance Assistant contributes to the operations of the Geneva Call by ensuring proper and transparent management of the financial aspects of operations in Afghanistan according to the internal procedures and guidelines, donor requirements, as well as local legislation.

Core responsibilities

Finance

  • Assist inf Financial Accounting matters, including maintenance of the general ledger, balance sheet, receipts, payments and payroll requirements.
  • Assist on the financial management of partner delivery contracts.
  • Assist on audit matters, and follow up on advance/s to staffs, and field offices.
  • Assist the monthly accounts closing process for the finance, ensuring HQ deadlines are met.
  • Provide assistance on donor reporting matters.
  • Analyse staff and supplier accounts and take required action to clear outstanding receivable and payable transactions.
  • Assist in processing payments to staff members for their entitlements including salaries, claims and other allowances locally.
  • Respond to queries from staff members and third parties.
  • Assist on drafting and disbursement of monthly payroll, taxes payments, Medical Insurance Payment. 
  • Retain the records and files on timely manner for payroll, Taxes, Financial Transactions.
  • Assist in procurement process, in line with GC and donor procurement procedures, ensuring control of the supply chain.
  • Provide assistance for the selection and appointment of suppliers in line with procurement procedures, conducting local market surveys, competitive tendering processes. 
  • Provide assistance for maintain a proper filing system of finance documents, Contracts.

Job Requirement

Main qualification

Education and experience

  • Completed Degree of Higher Education in relevant fields such as Public Accountancy, Business and Administration, and Finance.
  • At least 4 years in a similar position.
  • Experience with international organisations is preferred.
  • Experience dealing with bilateral and multilateral donor funding.

 

Technical skills 

  • IT Tools (MS Office, Excel, accounting software, Reporting tools); Financial Management tools.

 

Languages

  • Required: Engllish, Dari and Pashto

 

Qualification

  • Experience in finance, admin and HR management;
  • Excellent Understanding about Afghanistan Tax Law;
  • Experience with INGO grants management, financial reporting, budgeting, audit and procurement;
  • Ability to take responsibility, proactive and efficient functioning, strong communication skills;
  • Ability to work in a multicultural environment; 
  • Understanding and respect for organizational principles, vision, mission and confidentiality;
  • Accuracy and reliability.
