About FAO: FAO Afghanistan is investing, across all 34 provinces, in resilience reinforcing actions that focus on protecting agriculture livelihoods and local ecosystems, boosting local production of nutritious foods and cash-incomes, and safeguarding critical agriculture sectoral development gains achieved over the past couple of decades through revitalizing rural markets and economy. In 2022-2023, FAO will, under the life-saving assistance Outcome (1) of the UN Transitional Engagement Framework (TEF), focus on the following four priority actions: (i) Safeguarding Wheat Seed Security, (ii) Enhancing Local Production of Nutritious Food, (iii) Livestock Protection and Dairy Sector Support, and (iv) Restoring Irrigation Structures to Boost Cash Incomes. Additionally, FAO will contribute towards resilience building activities under Outcome 2 of the TEF.

There are three positions, one per duty station: Kabul, Herat and Kunduz.
These are National Project Personnel positions – SB4.
Reporting Lines
Overall supervision of the FAO Representative, the direct supervision of the Regional Coordinator and the technical supervision of the Head of MEAL Team.
Technical Focus
Support the implementation of a robust Monitoring, Evaluation, Accountability and Learning (MEAL) system for FAO’s projects in the Region.
Tasks and responsibilities
- Assist the MEAL Team to strengthen the MEAL system for FAO Afghanistan projects in line with the FAO Country Strategic Framework (CPF), the Humanitarian Response Plan (HRP) and other Corporate Priorities pertaining MEAL;
- Assist the MEAL Team to develop monitoring, survey and assessment tools and templates for data collection of baseline, post-distribution, outcome/post-harvest surveys and beneficiary selection, in coordination with the technical colleagues and the Head of MEAL Team;
- Assist the MEAL Team to develop forms and templates for Kobo Toolbox, track data collection of Implementing Partners and provide clearances to beneficiaries’ databases in line with the agreed criteria in Letter of Agreement (LoA);
- Assist the MEAL Team to strengthen and implement the learning and knowledge management pillar within the overall MEAL system of FAO Afghanistan programme portfolio;
- Support in designing and conducting capacity building trainings for Implementing Partners, Third-Party Monitoring (TPM) Contractors and FAO personnel on MEAL framework, tools, and methodology;
- Assist the Head of MEAL Team to strengthen the accountability pillar within the overall MEAL system of the FAO Afghanistan programme portfolio;
- Manage the emergency response projects related complaints, grievance redressal and feedback mechanism(s) and wherever pertinent support in strengthening these;
- Assist the Emergency Response Team in undertaking accountability best practices at community level through stakeholder engagements, meeting beneficiaries of various emergency response projects, documenting the beneficiaries’ complaints / feedbacks, and bringing these feedbacks into project formulations / programming;
- Ensure timely collection, analysis and availability of data for baseline, milestones and target indicators to monitor the progress of FAO Afghanistan projects;
- Coordinate with implementing partners and TPM contractor to ensure effective implementation of MEAL activities at the provincial and district levels;
- Undertake regular visits to the field to support the implementation of the MEAL plans;
- Support Programming colleagues with the preparation of Progress Reports and any other required technical reports;
- Support Programme colleagues with the preparation/reviewing of Letters of Agreement (LOAs) with Service Providers (SPs);
- Perform any other related duties as required.
Job Requirement
Minimum Requirements
- Advanced university degree (Master or equivalent) or University degree (Bachelor) in agriculture, agriculture economics, social sciences, international development, or related field;
- For Advanced university degree (Master or equivalent) at least five (5) years of professional experience in results-based management and monitoring and evaluation of humanitarian and/or development projects that combines emergency response, disaster risk reduction, project formulation and implementation with UN or I/NGOs;
- For university degree (Bachelor) at least seven (7) years of professional experience in results-based management and monitoring and evaluation of humanitarian and/or development projects that combines emergency response, disaster risk reduction, project formulation and implementation with UN or I/NGOs;
- Working knowledge (level C) of English and local languages (Pashto and/or Dari);

Technical/Functional Skills
- Knowledge and experience in designing MEAL systems and conducting evaluations;
- Knowledge and experience of SPSS, Kobo Toolbox, Open Data Kit (ODK) and Microsoft Power Bi;
- Excellent writing and analytical skill in drafting various types of reports;
- Strong interpersonal and communication, reporting and presentation skills, analysis and interpretation of data, ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;
- Experience in monitoring and evaluation of emergency and resilience projects and Programmes, including the use of technologies for data collection (e.g. kobo);
- Experience in data collection, analysis and reporting related to food security and livelihoods;
- Understanding of the purpose and functional of technical Programmes, operational guidelines and Programme/project management procedures, preferably those adopted by the United Nations and/or FAO;
- Experience organizing stakeholder meetings or workshops with various partners;
- Previous work experience with the UN is considered a strong asset;
- Strong professional command of Microsoft Office, in particular Word and Excel;
