NRC Afghanistan established operations in 2003, and currently maintains five area offices in Balkh, Hirat, Kabul, Kandahar, and Nangarhar, as well as field offices in hard-to-reach, displacement-affected provinces: Badghis, Faryab, Khost, Kunar, Kunduz, Nimroz, Sar-e Pul, and Uruzgan. NRC employs over 1,400 staff in Afghanistan, and works through direct implementation of programmes, to provide both emergency response and durable solutions for internally displaced Afghans, as well as returning Afghan refugees, and Waziristan refugees in southeastern Afghanistan.
Job Description
Generic responsibilities:
Ensure adherence with NRC policies, tools, handbooks and guidelines
Line management of WASH team at province level.
Attending in WASH cluster meetings and all other cluster meetings in the province level.
Implement delegated WASH project portfolio according to plan of action
Prepare and develop status reports as required by management
Ensure proper filing of documents
Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
Promote and share ideas for technical improvement
Development of holistic and needs based programmes, including cash-based interventions and marked based programmes
Specific responsibilities:
Have full understanding of all programs’ goals, objectives, implementation plan and expected result / output.
Manage all the phases of the WASH activities including but not limited to; beneficiary selection, project planning, field assistant, project implementation and evaluation.
Implement technical direction and ensure high technical quality of projects
Leading of WASH TAs onsite.
Liaise and collaborate with relevant local authorities and other key stakeholders.
Do performance appraisal of each WASH Technical Assistants as delegated by Coordinator.
Participate in NRC staff and seminars and training, when scheduled.
Operate field equipment.
Work closely with all WASH projects stockholders.
Provision of the monthly plan for his/her team.
Keeping on track recording of training data and program documents.
Participate actively in project coordination meetings.
Coordinate closely his or her activities with WASH PM.
Assist WASH PM on planning, organizing, facilitating and monitoring of projects.
Be willing to travel throughout the districts and other provinces, this is primarily a field position and will require physical activity in a range of demanding natural environments and conditions.
Any others tasks assigned by supervisors WASH PM.
Preparation and compilation of WASH reports.
Ensure the inclusion of cash-based interventions and marked based programmes in country and area-based strategies and their implementation across and within NRC’s core competencies
Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses
Job Requirement
Qualification:
Bachelor Degree in Civil Engineering, Water Engineering, Architecture or hydraulics. Masters preferred.
Knowledge of leadership and management. Having a degree in management is an asset.
Minimum 1 years of experience from working as a WASH Officer/Engineer in a humanitarian/recovery context
Previous experience in managing teams onsite or management positions is an asset.
At least 2-3 years’ experience in WASH.
Previous experience from working in complex and volatile contexts
