Job Description
ABOUT THE JOB
The overall purpose of the role:
The HMA-Team leader (HMA-TL) is key to successful mine action program implementation in the Central Region. The overall objectives for the position are as below:
- Oversees the overall HMA Mine Action Program planning and implementation in the east region.
- Supports HMA Operation Manager/AM in setting program vision for future interventions and program growth in the West area.
- Ensures Mine Action Program/Teams in the West area adhere to DRC-HDP SOPs and Afghanistan Mine Action Standards (AMAS).
Responsibilities:
- The HMA-TL is responsible for the management, planning, and execution of all MA operations in demining, EOD, Mechanical, Survey, and EORE operations in the West area.
- Operational reporting internally in compliance with donors’ commitment and program requirements.
- Monitors program deliveries and monthly operational statistics and conducts regular operational analysis in terms of task impact monitoring at the regional level.
- Provides support to HMA OPS Manager/Area manager and QA Officer, to ensure adherence to SOPs, Quality Management of Operations.
- Manage and coordinate activities between Operations, Logistics, and Admin/Finance staff. Ensure correct application of logistics, administrative and financial procedures at relevant areas of operation.
- Co-operate and give support and assistance to internal and external QA in all operational matters.
- Closely monitors the security situation across the region along with the area manager and HMA Ops manager and ensures compliance with safety instructions in the field. The changing security situation within the relevant areas of operation in the (West) of Afghanistan, demands continuous attention by the HMA-TL, who shall forward information on any changes in the security to the AM and safety department.
- Establish and maintain close communication and relationships as required with all organizations specifically regional office-DMAC, and other IPs involved in mine action and related activities in the project operation area (at the field level).
- Ensure that the project’s operation and monthly mission plans for all relevant teams are prepared and shared with HMA OPS Manager and AM for further approval.
- Ensure that safe storage, transport, and handling of explosives and explosive items are in accordance with HDP-SOPs in the relevant projects operation locations in which they are responsible and keep records of explosive usage updated and reported to the relevant department within DRC.
- provide the monthly technical refresher training to the project teams and conduct any other training that is tasked by the HMA OPS Manager for the command staff and DM/operators, specifically after each mission leave at the West area teams.
- Update monthly project PMT and attend the grant management meeting every month.
- Select and support the mine action field /tasks assessment team when required for each area/project.
- Being a member of the access team for the MA projects and providing facilitation for MA teams accordingly in the area.
- Support the HMA OPS Manager in terms of suggestions/requests for the amendment and improvement of SOP.
- Support the AM in terms of Presenting DRC-HAM at monthly operation coordination meetings in DMAC at the regional level.
- Prepare the project procurement plan for each relevant HMA project in the region before the project start.
- Conduct regular monitoring /QA visits (40%) of time from field teams and provide technical support to the EOD, NTS operation and RE officer, TLs, and SLs in the field/camp when it is required.
- Take part in the demining accident investigation process when it is required in the region.
- Undertake any other tasks appropriate and necessary by the HMA Manager and Area Manager.

To be successful in this role you must have:
Experience and technical competencies:
- 7 years’ experience in the mine action program (Clearance, EOD, MRE, NTS, and MDU operation)
- 2 years MA project management experience
- 3 years’ experience as a Senior Ops officer or Ops officer level in the MA program
- Must be qualified EOD IMAS level- 3
- Good knowledge of quality management
- Good knowledge of logistics, Finance, Admin, and HR
- Good knowledge of QA/QC and monitoring and evaluation
Education:
- High school
- Bachelor’s degree
Languages:
- Pashto and Dari –fluency
- English -advance
