About PU-AMI: About Première Urgence - Aide Médicale Internationale (PU-AMI) PU-AMI (known globally as Première Urgence Internationale, PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PU-AMI’s teams are committed to support vulnerable communities and populations, those marginalized, hit by conflict, natural disaster or economic downturns. PU-AMI’s main objective is to contribute to reduction in morbidity and mortality, and provide emergency relief to those in immediate need in order to help them regain their dignity. Afghan mission is the oldest of PUI missions, with the first medical intervention launched in 1979 just after the Soviet troops crossed the country’s borders. PU-AMI teams currently deliver the integrated health care, combined with nutrition, psychosocial support; water, sanitation and hygiene (wash), as well as trauma services. The organization implements projects mainly in eastern parts of the country, and increasingly in the South-East Region. Since the COVID-19 outbreak in 2020, PU-AMI has also positioned itself as one of the main actors in preparedness and response to the pandemic, implementing health and wash-cantered activities at health facilities and community level in Kabul and beyond. Globally, PUI provides assistance to around 6 million people in 23 countries and across 5 continents: Africa, Asia, Middle East, Latin America, and Europe. Job Description

Responsibilities and particular assignmentsمسؤلیت ها و وظایف مشخص

                                                                                                                            

General responsibilitiesمسؤلیت های عمومی :

The Senior Project Officer is in charge of the management and implementation of the overall humanitarian programs in Ghazni Province

Under the supervision of the Project Manager, the technical project manager is directly responsible for the teams under his responsibility. Therefore, he should be fully aware and agree with their planning and their methodology.

 

An important part of his work is to ensure the coordination and the negotiations with local authorities (Community representatives, Provincial Public Health Director, etc.) as well as with the cluster system and other NGOs working in the area

Objective 1هدف: Project implementation

Activities/Main dutiesفعالیت ها/ وظایف عمده:

  • Organize regular meetings with his teams
  • Following up of the work plan and other detailed action plans with support from the Field Coordinator
  • Participate to the organization of the trainings
  • Regularly visit the project locations (security allowing)
  • Actively take part in supervision and monitoring of the program
  • Revise and approve the planning of the team
  • Set up implementation planning, follow up tools & regular update
  • Organize needs assessments and surveys
  • Supervise the medical management of the projects (including pharmacy supply)

Objective 2هدف: Data Collection, follow up and reporting

  • Ensure data collection needs are well identified.
  • Ensure data collection tools are well designed, correctly in place and adopted.
  • Check the accuracy of data with direct monitoring and supervision.
  • Assist the project personnel with MEAL tools and in supporting them in their use.
  • Provide field visit reports
  • Provide programmatic reporting as per PU-AMI and donor requirements
  • Support the MEAL team in the preparation of cluster and donor reports as per requirements

Objective 3هدف: Project monitoring

Activities/Main dutiesفعالیت ها/ وظایف عمده:

  • Follow up the PMT (Projects Monitoring Tool) in collaboration with the MEAL team
  • Regular monitoring of quality of services provided through field visits
  • Identification of challenges in quality of implementation and follow up: finding solutions and ensuring they are accurately implemented
  • Developing tools for qualitative and/or quantitative follow up

Objective 4هدف: Logistic and security management

Activities/Main dutiesفعالیت ها/ وظایف عمده:

  • Organize all procurements, distributions and purchases in accordance with budget and program needs
  • Support PU-AMI engineer in following the construction and rehabilitation works
  • Monitor the appropriate use of assets for his team members
  • Anticipate program needs and raise PRs (Procurement Request)
  • Use of and respect of PU-AMI logistics tools and procedures
  • Support the security focal point in ensuring security of program teams at all times
  • Report any security incident to security focal point

Objective 5هدف: Human Resources and team management

Activities/Main dutiesفعالیت ها/ وظایف عمده:

  • Supervision of the human resources of the project: organization of their planning, ensuring their appropriate workload, management of their leaves etc.
  • Organize the appraisals of the team
  • Participate to staff recruitment, firing and warning in accordance with PU-AMI rules and labor law of Afghanistan. The final decisions are taken in consultation with the Field Coordinator and HR National Manager
  • Delegate activities to the project team and monitor their performance.
  • Ensures the teams is motivated, aware of responsibilities and have clear job descriptions and tasks assigned
  • Enhances team cohesion, positive work-environment and sense of belonging and responsibility towards the beneficiaries

Objective 6هدف: Finance

Activities/Main dutiesفعالیت ها/ وظایف عمده:

  • Monthly review of BFU with Finance, Log, HR and strong collaboration with Field Coordinator and Area finance Manager
  • Prepare program financial forecast
  • Support in respecting financial deadlines and following the monthly finance organization
  • Budget holder responsibility, carefully review and control of invoices and financial documents

Objective 7هدف: Representation

Activities/Main dutiesفعالیت ها/ وظایف عمده:

  • Take part to external meetings as relevant
  • Coordinate activities with local stakeholders (shuras, elders, community representatives, health facility directors, cluster system, other NGOs)
  • Represent PU-AMI with the provincial partners Attend to internal meetings

Job Requirement

Qualification/ Requirements تحصیلات و شرایط لازمه

  • At least 3 years previous working experience in project management with a humanitarian organization
  • Medical background (medical doctor, graduated from medical faculty, etc.)
  • Additional academic background in public health will be considered as an asset
  • Strong knowledge in Health, Nutrition, Mental Health and Psychosocial Support, Water, Sanitation and Hygiene Promotion will be positively considered being the sector of project intervention
  • Previous working experience in Ghazni province will be considered as an asset
  • Experience of working with MoPH and other government bodies
  • Good understanding of the BPHS/EPHS system
  • Willingness to carry out frequent field visits throughout Ghazni province
  • Good level of English, including written (significant reporting) as well as Dari and Pashto
  • Good interpersonal skills, regular interactions with external stakeholders
  • Managerial skills: team management
  • Ability to work under pressure
  • IT skills, computer literacy, including database management (beneficiary database, etc)
  • Good understanding of security, follow up on security situation
