About CRS: CRS began direct operations in Afghanistan in early 2002. CRS maintains four main offices throughout the country: Kabul, Herat, Chaghcharan, and Bamiyan, with sub-offices in all these provinces as well as Daikundi. CRS strategic plan for Afghanistan focuses on poverty and risk reduction, human development, and emergency response in rural areas in western and central Afghanistan. CRS Ghor Office opened in 2007 and currently supports programming in Chaghcharan, Lal, Dawlatyar, Daliana, Tulak, Saghar and Shahrak Districts. CRS works to support: People, especially girls and women from marginalized communities, gain basic education. Poor rural and peri-urban households to have increased livelihood security. Vulnerable communities to survive shocks without long-term negative impact on their livelihoods.

Job Description

The Finance Assistant will efficiently provide comprehensive information, clerical, and accounting services to assist the Finance Department in executing processes and delivering service needs that support high-quality programs serving the poor and vulnerable. As part of an experienced finance team, you will deliver quality support in your role, applying clearly defined accounting and financial reporting processes, procedures, and service standards.

Roles and Key Responsibilities

  • Complete standard financial documents (vouchers, wire transfer requests, checks, etc.) following a sample template with prescribed guidelines and circulate as needed.
  • Provide administrative and clerical support to financial transactions processing. Prepare, type, photocopy, and scan related documentation. File accounting and financial reporting documentation as instructed.
  • Compile supporting documentation (liquidation/receipt package) to support processing of financial transactions. Communicate with staff, subrecipients, partners, suppliers to follow up on required documents.
  • Perform data entry for financial transactions recording, following validation by the next-level Finance staff.
  • Checking all financial documents from supply chain and program departments before SFO review.
  • Following with admin team to submit all their financial documents to finance at the end of each month.
  • Preparing Hawala approval form for all district payments, collect invoices and list of payment and share with Herat finance team to process through Hawala, and close follow up to transfer the cash on time.
  • Keep custody of various documents (e.g., blank/undelivered checks, fuel coupons, etc.).

Job Requirement

  • Bachelor’s degree in accounting, Finance, Economics, or Business Administration is a plus.
  • Minimum of two years’ work experience in a similar role with some familiarity of standard accounting practices. Experience with an international organization is a plus.

Supervisory Responsibilities: Field Officer, Foreman, Engineer

Key Working Relationships:  

Internal: Head of Office, Operation Team, and Programming Staff

External: Office visitors, vendors.

Required Languages – Intermediate-level English and Native Dari speaker (writing, reading, and speaking)

Computer Skills:

  • Microsoft office 365 basic knowledge (Outlook 2016, Excel Online, Word Online, Microsoft Teams, Skype for business and online databases like Insight oracle-based system)
  • Microsoft OneDrive usage, or any other similar cloud-based technology usage experience
  • Basic knowledge of internet security and data privacy (phishing, Spam, Malware, Virus, Content Filtering)
  • Understanding of basics on Intranet usage and protocols

Travel - must be willing to travel in the districts as needed (20%)

  • Excellent organizational skills with great attention to detail
  • Ethical conduct in accordance with recognized professional and organizational codes of ethics
  • Proactive, resourceful, solutions oriented, and results oriented. Able to meet deadlines.
  • Strong customer service ethic and abilities.  Ability to work collaboratively.

Preferred Qualifications

  • Experience using MS Office packages, in particular Excel and Word. Hands-on experience with data entry into online databases and forms.
