About CRS: CRS began direct operations in Afghanistan in early 2002. CRS maintains five main offices throughout the country: Kabul, Herat, Ghor, Daykundi and Bamiyan, with sub-offices in all these provinces. The CRS strategic plan for Afghanistan focuses on poverty and risk reduction, human development, and emergency response in rural areas in western and central Afghanistan. Vulnerable and people living in hard areas to have access to safe and sustainable drinking water CRS has the ongoing multi-sectoral emergency response project, Fostering Resilience through Multisector Emergency Support (FRAMES), to address the needs of vulnerable households struggling to cope with the economic impacts of the COVID-19 pandemic and the more recent drought conditions across the country. project will also focus on Agriculture, Water, Sanitation, and Hygiene (WASH), and Food Assistance activities that will support communities through learning events on improved agriculture practices, rehabilitation, or construction of critical WASH infrastructure for improved access to safe water, and Cash for Work. Additionally, the project features a sanitation and hygiene promotion components that emphasizes behavior change related to water treatment and storage, as well as household’s improved hygiene practices and ensuring open defecation free environment. The WASH project will support communities through participatory approaches to implement small and community driven infrastructure projects that develop new and rehabilitate water sources to create access to safe drinking water. CRS is currently looking for multiple WASH Foreman positions with strong technical experience to supervise and monitor the implementation new and rehabilitation of water supply projects in Ghor, Bamiyan and Daikundi provinces.

Job Description

Under the supervision of the Senior Project Officer (SPO), the Senior WASH Engineer is responsible for frequent travel to projects locations and undertake design, supervision, and monitoring of water supply projects in collaboration with the WASH team and Foreman. The Senior WASH Engineer will need to work closely with external and internal stakeholders including local government departments, communities, SPO, Livelihoods Field Officers (Engineers), Livelihoods Field Agents, Education manager, and CRS Program Managers to bring holistic impacts in the Water, Sanitation, and Hygiene (WASH) sector.

Roles and Key Responsibilities

  • Prepare BOQs and drawings for all water supply and sanitation infrastructure to be implemented in the targeted areas.
  • Execute implementation of all WASH infrastructure activities as per implementation plan, BOQs, drawings and specifications.
  • Monitor and supervise WASH activities and ensure effective implementation of the WASH activities.
  • Maintain material records at construction sites and ensure quality of all material arrived on all sites.
  • Validate the progress and quality of work of the contractors and liaise with the administration and logistics to ensure their payments are done well on time.
  • Identify project supplies needs, prepare requisitions and coordinate with operation team to ensure materials arrive timely to work site.
  • Take timely program advances for labor payments and other activities and ensure advances are settled in time.
  • Ensure community participation in all WASH infrastructure activities.
  • Ensure all WASH infrastructure activities are well coordinated with local authorities and all stakeholders, also ensure integration of engineering activities with sanitation and hygiene promotion activities.
  • Conduct technical Training of water management committee committees (WMC) and volunteers.
  • Visit project sites regularly to supervise all WASH infrastructure activities and ensure quality of all WASH infrastructures.
  • Conduct water quality analysis in the field locations and updating water quality reports, also to propose recommendations for the water treatment systems.
  • Work closely with WASH field agent/Foreman, TA, and senior project officer

Monitoring, Evaluation, Accountability and Learning (MEAL):

  • Ensure that WASH infrastructure construction and rehabilitation works are carried out according to BOQs, drawings, quality standards established by CRS through quality checklists.
  • Report data weekly to follow up on standard project and strategic indicators (number of beneficiaries, number and type of activities completed).
  • Conduct himself/herself both professionally and personally in line with CRS values and mission
  • Follow all CRS protocols and regulations according to guidance provided by the direct supervisor.

Reporting and Documentation:

  • Prepare weekly work plan for WASH team and sharing with line senior project officer.
  • Ensure that WASH infrastructure construction and rehabilitation works are carried out according to BOQs, drawings, quality standards established by CRS through quality checklists.
  • Prepare weekly, monthly, and field visit reports and share them with line manager in a timely manner.
  • Ensure proper record keeping for all WASH infrastructure activities in hard and soft form.

Integration, coordination, and transversal aspects:

  • Coordinate WASH construction activities with other sectors of CRS e.g., livelihood, education & agriculture, operation, and Finance to integrate activities in the same geographical area and for the same beneficiaries.
  • Coordinate WASH construction activities with other local actors (governmental and non-governmental).
  • Ensure that construction works are integrated with hygiene promotion and community participation component, to ensure sustainability of the infrastructure built.
  • Regularly meet the community and their leaders whenever in the field to explain what WASH team is doing their community.
  • Actively participate in weekly management and team meetings.
  • Ensure program integration between WASH Teams and other sectors throughout the planning, design, and implementation stages to create synergy effects.
  • Meet with local government staff working the proposed facilities to explain what CRS is doing and explain the role to be played by the community and operators in the rehabilitation.
  • Listen to voice and the suggestion of the community and provide technical guidance and support feedback to provide better understanding of the between CRS and Community.
  • Oversee or create a community-based oversight system for all engineering works done by contractors.
  • Ensure a safe working environment for all people involved in project implementation.
  • Supervise the Cash for Work activities including selection of beneficiaries, payment, and monitoring activities.
  • Work in collaboration with roving WASH officer to maximize the integration between the intervention of water supply projects with the soft components.

Job Requirement

The role is one that requires technical expertise (in water, water quality analysis, sanitation, structural design and/or construction).

  • Bachelor/Graduate degree in Civil engineering, hydraulic engineering, water supply and environmental engineering or equivalent.
  • Experience of minimum 3 years in the field of construction, including 1 year in WASH/irrigation infrastructure sector. Experience related to water & sanitation engineering in a humanitarian setting, including direct experience of repairing and constructing water treatment systems and installing submersible pumps in boreholes. Technical expertise should also include water quality analysis, sanitation, structural design and/or construction.
  • Proven experience of coordinating large scale WASH program. It is desirable that some of this should have been in emergency relief program.
  • Experience with public health promotion and integration with engineering activities.
  • Excellent teamwork skills and the ability to build good relations both internally and externally
  • Experience in the design and delivery of training or capacity building program
  • Experience in implementing Cash for Work and or Voucher Cash Transfer is preferred.
  • Experience in water and sanitation infrastructure design skill is preferred.
  • Minimum of two-year work experience in engineering project implementation and supervision particularly on water and sanitation infrastructures.
  • Minimum of two-year experience working on emergency response and development programming with an international NGO.
  • Spoken and written English proficiency is essential.
  • Proficiency in a variety of local languages preferred.
  • Physically able to spend the long periods of time in the field.

Supervisory Responsibilities: Foreman

Key Working Relationships:  

Internal: Senior Project Officer, MEAL Officer, WASH Engineer, Livelihoods Field Agent, WASH TA, WASH Manager & Program Manager

External: Project Participants, Community Leaders, and other Community Members.

Required Languages – Fluent in Dari, Pashto and working knowledge of English

Travel - willingness to travel to all project locations at least 4 days in a week.

Knowledge, Skills and Abilities  

  • Strong technical skills in correlating drawing and specifications of works in the BoQ.
  • Professional manner in dealing with community members and co-workers.
  • Strong listening skills combined with excellent interpersonal and conflict resolution skills
  • Possess good interpersonal, communication and organizational skills.
  • Strong skills in applying waterCad, Epanet, AutoCad and GIS software in water supply system designs.
  • Possess initiative and ability to adapt and cope with pressure and challenges.
  • Microsoft office 365 basic knowledge (Outlook 2016, Excel Online, Word Online, Microsoft Teams)
  • Microsoft SharePoint online usage and experience
  • Microsoft OneDrive usage or any other similar cloud base technology usage experience
  • Basic knowledge on understanding the internet security and data privacy (phishing, Spam, Malware, Virus, Content Filtering)
  • Understanding of basics on Intranet usage and protocols
