Job Overview Under the overall supervision of the DCD, the Administrative Officer is responsible for administrative support related to the Afghanistan mission and for supervision of Finance/HR processes and procedures required by government/law. Purpose of the Role The purpose of the Administrative Officer is to support Finance and Logistics with processing and monitoring of PIN tax payment, communication with the government and archivation of the finance documents. He/she will support Deputy Country Director in communication and processes of obtaining Afghan visa for international staff, registration of projects and any other task related to communication with government.

Job Description

  1. Responsibilities and Duties

 

  • Administrative support
  • Responsible for the preparation, approval, signature, and completion of documents and processes related to and including, but not limited to, the following under supervision of Deputy Country Director:
    • Visa and residency applications for international staff moving to the Afghanistan in close cooperation of Deputy Country Director and international staff to ensure all documents are completed in a timely manner;
    • Act as the focal point and provide support to PIN staff in matters related to visas, residencies, registrations of projects, authorization letters, approval letters and other related documents and also for information relevant for arrival/departure the country
    • Communicate with mission stakeholders the deadlines for registration and monitor current requirements from the side of the governmental authorities.
    • Prepare and process documentation for invoices/receipts of any governmental payments.
    • Responsible for the collection of the documents necessary for the submission of the financial or program documents/reports requested from governments
    • Responsible of mission induction of international colleagues, onboarding & offboarding
    • Systematically share relevant information on international staff member departures and coordinate the off-boarding actions with relevant in-country teams ((Logistics, IT, Security and others as per process defined)

 

  • Tax calculation, preparation & payment, Legislation
  • Responsible for the preparation of tax documentation and declaration for the government and to actively check and control internal documents and procedures in this regard:
  • Communication with tax office on regulations and updated requirements/procedures
  • Vendor tracker of all PIN transactions for each supplier
  • Check and Calculation of taxes for PIN contracts with suppliers in close cooperation with logistics and finance departments
  • Preparation of monthly documents for tax payment, arrangement of the payment in cooperation with finance & archivation of all relevant documents
  • Preparation of year tax reconciliation
  • Crosschecking our internal (HR and Fin) documents with labor law requirements
  • Inform management on updated regulations and to support in implementation of required processes

 

  • Archivation
  • Maintain proper archive to all administrative documents, registrations, permissions, approvals, letters and relevant documents.
  • Uploading new documents to mission SharePoint, ELO, and NAVI as applicable, providing support to the mission as a whole.
  • Keep up-to-date on the archived documents (hard copies and soft copies)

 

  1. Other Duties  
  • Support the DCD and operations (Logs, Fin, HR) in ad hoc tasks such as audit, reporting, archivation
  • Visit governmental offices on behalf of PIN
  • Adhere to all PIN procedures
  • Ensure documentation in compliance with internal and rules and regulations are completed and submitted in a timely manner 

Job Requirement

Person Specification – Required Qualifications, Skills and Experience

  • Bachelor’s degree in Finance/ any related field
  • Proven experience and knowledge of Afghan tax regulation and labor law
  • Proven experience working with authorities and/or community stakeholders in Afghanistan
  • Demonstrated experience with administration and finance
  • Applied knowledge of the Afghan context and structures
  • Demonstrated patience, enthusiasm and strong interpersonal skills
  • Attention to detail, ability to follow procedures, meet deadlines and work both independently and cooperatively with team members.
  • Proven knowledge and respect of key humanitarian principles
  • Ability to remain calm under pressure and solve problems  
  • Computer skills (i.e. Microsoft word and excel) and ability to type in Pashto, Dari and English
  • Team player and willingness to learn
  • Fluency and professional proficiency in Pashto, Dari and English

 

GENERAL EMPLOYEES OBLIGATIONS AND RESPONSIBILITIES

  • The Employer stipulates the right to assign the Employee any other kind of work derived from his specialization. In case of urgent work and such like the Employee may be asked to work overtime as well as during public and other holidays.

  • Punctual attendance to work including both working hours in the assigned office and schedule field trips if applicable
  • Ensuring timely and effective delivery of tasks
  • Correctness and completeness of given tasks
  • The Employee takes over the responsibility for all entrusted material or cash. The Employee is obligated to cover all damages or losses caused by his carelessness. The Agreement of Liability of Assets has been signed separately.
  • Prompt providing of all relevant information to their supervisor
  • Maintain confidentiality of all information gained from employment within not publicly available
  • Archiving of all entrusted and acquired documents in the proper manner
  • Representing and upholding the values of People in Need at all times
  • Behave in appropriate manners at all times and in all places
