About HIA-Hungarian International Aid: Hungarian International Aid, founded in 1991, is one of Hungary’s largest charity organizations that also has gained international recognition. HIA-Hungary assists those in distress and deprivation. In partnership with the United Nations World Food Program (WFP), we deliver thousands of tons of food each year through “food for work” programs to those in need. In the complex food programs, we help the population to make a long-term sustainable living through income-generating training, agricultural, water management and infrastructural developments. In addition to implementing aid and development programs, our office in Mazar-e-Sharif in the North of the country also performs intensive coordination throughout the year.
Job Description
We intend to hire a qualified HR and Administrative body to fill the gap of this vacant in our structure. The overall purpose of this position is to pursue the human resources and general administrative management tasks of HIA. The HR part of the job is limited with few activities (30%), while the administrative part of this position fills the other 70%. The incumbent will be responsible for performing the tasks penned under the Duties & Responsibilities section of this announcement.
Human Resource
- Assist top management in attracting CVs and qualified applicant and assist in hiring process, starting from the recruitment and ending at socialization phase; this may include developing job descriptions, job specifications, preparing job adverts, checking application forms, short listing, interviewing and selecting candidates.
- Assist senior management in developing CVs & JDs for its projects.
- Maintaining physical and digital personnel records like employment contracts.
- Control the staff attendance and leaves.
- Prepare all HR files as per the HR policy of the organization.
- Maintain current organizational chart and keep update the current staff contact list.
- Facilitate the process of socialization of the newly hired employees and accelerate the process of their introduction throughout the organization.
- Monitor and record employees’ attendance register and prepare the monthly attendance report of employees.
- Conduct instruction and briefing for staff members about admin and HR procedures.
- Update the filling system and manage filing system of the office documents in both hard and soft copies.
- Maintain the personal filing system and HR database of the organization and regularly check these files for the update.
- Preparation of monthly attendance sheets of staff.
- Assist the line manager in keeping the personal files of staff update and ensure that all relevant documents are going to personal files.
- Assist organization to develop a proper Admin/HR policy.
- Assist in regular monitoring of staff attendance and in & out registers.
Administrative
- Assist in developing a proper filing system and keep track of documents coming and going to have a well-organized filing system as well as record and updating inventory database on regular basis.
- Process the procurement document (requests, invoices, payments) on a monthly basis.
- Administrate the monthly expenditures of in-office activities (Lunch, transport, electricity & internet bills, etc.)
- Assist the line manager in preparation of stock requests, travel reimbursements, advances and other administrative issues.
- Allocate a monthly expenses budget for the activities mentioned above.
- Develop Admin-related documents and keep records of administrative expenditures.
- Track the employee's attendance sheets, print required documents, and report to top management.
- Any other administrative related activities left unsaid.
Security
- Perform standard security functions; such as advise on organization’s policy, security planning, security training, and field movement.
- Develop relationships with government bodies, and other relevant partners to broaden the analytical network.
- Complete relevant records and log books, in a professional manner providing sufficient detail.
- Liaise with local government (representatives) on security related issues.
- Identify security related information sources and create an information gathering network in Office.
- Participate in the security related meetings, when required and coordinate security assessment with other stakeholders.
- Any other administrative tasks assigned by the management.
Job Requirement
Education & Skills:
In general, the applicant must:
- The employee for this position must have at least bachelor degree.
- Relevant or similar experience in working as HR, Admin and Security officer (2–3 years).
- Good command of written and spoken English, Pashto and Dari.
- Excellent interpersonal skills, ability to communicate with staff in a professional way.
- Computer Skills (Word, Excel & Internet)
- Must know English Language and HR & Admin technical vocabulary – preference will be given to 50 % English Interaction skills & 50 % English writing skills (Mandatory)
- The applicant must be an excellent communicator, possess a professional attitude, Flexible, Team worker & independent worker.
