About Handicap International: HI has been supporting the Afghan people since 1987, starting its operations in Pakistan. Since 1996, HI has been operating across Afghanistan in order to launch victim assistance interventions, working at different levels of the society and adopting a cross-sectoral approach. While present on the ground to directly support victims of the conflict through the provision of a range of services – from physical rehabilitation, to mine risk education and inclusive livelihoods – HI has been continuously advocating to increase the rights of victims and other people with disabilities in the country. In particular, and in line with its global strategy and priorities, HI has been advocating to reduce the use of landmines and conventional weapons. Acknowledging the need to respond to the urgent emergency crises combined with longer term, chronic gaps in the provision of services, HI has steadily expanded its range of activities and services in order to support the most vulnerable people, enhancing their resilience while strengthening participation and inclusion of all individuals.

Job Description

HI has been present in Afghanistan since 1996, supporting the most vulnerable communities across the country. With over 400 staff in Kandahar, Nimroz, Herat, Kunduz and Kabul HI has been delivering humanitarian and longer-term recovery programs ensuring access to basic services for displaced populations, host communities and returnees. The key areas of HI intervention include physical rehabilitation, training of professional physiotherapists, psychosocial support, and socio-economic inclusion through inclusive livelihood activities, mine risk education and advocacy.

After a field assessment by HI’s logistics platform experts in Herat in March 2022, HI is setting up a comprehensive logistics platform project including two free services: storage and transport in Herat’s province for INGOs, LNGOs and UN agencies.

Responsibilities :

HI Platform’s experience in dealing with emergencies and providing much-needed support for evaluation missions to identify local decision-makers, understanding the local context and determine the appropriate resources, allows us to adapt our programs to the realities of the countries where we intervene. This approach ensures the durability of the intervention and its long-term benefits.

Global objective:

Our organisation has to work closely with local and international organisation. It is a major issue to understand exactly what kind of logistic support their need and adapt or find the better way to supply their demand.

Specific objectives:

Responsibility 1: Ensuring the operational implementation of the storage services

  • Under the supervision of Project manager, plan the operations and the implementation of activities as defined by the project manager
  • Under the supervision of Project manager, plan activities efficiently and in accordance with NGO’s request of service
  • Participating in the development of new services in line with the orientations given by the HI Platform’s project Manager.
  • Ensure that the operational implementation of the project achieved the objectives set by the project manager
  • Evaluate the respond and the quality of the services of storage.
  • Implements continuous actions to improve the quality of service.
  • Help the project manager to design and improve tools and documents on storage activities for knowledge capitalisation purposes.

Responsibility 2: Manage the operational team

  • Manage your operational HI Platform’s team under your responsibility.
  • Conducting support missions (training, mentoring, support, recruitment, internal audit, handovers)
  • Ensuring the good accountability of process documents and ensuring the accuracy of information.
  • With the operational team, assist the Platform administrator to archive the different folder by setting up training and use of operational documents (bin cards, inventory reports etc…)
  • Providing temporary cover for posts according to established terms of reference;
  • Ensure good communication-coordination-information with and between members of the team;
  • Supports your operational team with drafting their action plans and establishing their objectives;
  • Follow and actively participate in the professional and personal development of members of your team:
  • Wherever possible, ensure training for your teams and the transfer of skills in areas linked to their positions;
  • Resolve conflicts within the team:
  • Ensure your teams understand and apply HI’s internal regulations and institutional policies (anti-corruption, PEAS, Child protection, security, gender).
  • Ensure proper logistical management of the operational team close collaboration with the support services

Responsibility 3: Communicate on the HI Platform’s project

  • With delegated authority from the project manager, represent HI Platform during the HI internal meeting.
  • Ensure that the flow of information between the different project and support departments is smooth and efficient
  • Under the supervision of Project manager, establish contacts and operational links with daily worker, humanitarian stakeholders etc.
  • In liaison with your project manager, communicate and represent HI with the target beneficiary organisations,  all the stakeholders in the project’s activities
  • With delegated authority from the project manager, represent the organisation in your thematic field  in the project’s area of intervention and help ensure that HI is seen as a key player in the sector;
  • In necessary, with delegated authority from the project manager, represent HI meetings of coordination mechanisms, especially clusters (logistics cluster and any other priority clusters for the project).
  • Produce regular activity reports for your project manager
  • Help the NGO about the appropriate logistic for their action and propose the best solution of storage.
  • Ensure that communication with partners is in line with the Project Manager's strategy.
  • Participates in conveying a professional and cordial image to partners.

Job Requirement

  • Ability to communicate in English, Dari and Pashto.
  • Degree in Supply Chain or similar (2 years of higher education) 
  • Qualification in the field of logistics (2 years of higher education)
  • At least 1-year experience in managing a team
  • 2 years’ experience in the storage (NGO or private company)
  • High analytical and logical capacity.
  • Experience in an international NGO is a plus
  • Ability to prioritize and take responsibility, strong organizational skills
  • Real motivation to work in the humanitarian sector
  • Autonomy and ability to work in a team

Public relations skills

  • Office package
  • Very good knowledge of Excel
