About Razi Social Development Organization (RSDO): Introduction to RSDO Razi Social Development Organization- RSDO is an Afghan NGO founded on April 11, 2008, and registered with the Ministry of Economy in Afghanistan. It was established in Herat city but then set up sub-offices in Ghor, Badghis, Farah and Daykundi provinces by delivering social development services to vulnerable and marginalized people in remote communities. RSDO’s Background RSDO firstly initiated the primary activities in 2002 under the name of “Abu Hanifeh Orphan High School”, assisting orphan children who lost their parents and families during the long-lasting war in Afghanistan to learn and build their future. Later on, with the financial support of the Japan Embassy, we constructed a high school building for orphans and expanded the activities of orphans with the support of HELP Germany as well. Throughout years of hard work, RSDO slowly developed and now has functioning offices in all west zone provinces of Afghanistan with more than 200 staff. RSDO’s mandate RSDO’s mandate is delivering humanitarian assistance to vulnerable households in the west zone provinces of Afghanistan through the financial support of the UN and International Organizations. RSDO's Mission RSDO dedicated all efforts to contribute in none violent, developed, and prosperous Afghanistan where both men and women live and respect each other through running services in the sector of women empowerment, education, agriculture, capacity building, and livelihood. Job Description

General Position Summary

The Regional Project Manager is responsible for managing all activities of the emergency humanitarian assistance response project located in Herat, Farah, Badghis and Ghor provinces in accordance with the proposal, budget and relevant project deliverable. The manager's base in Herat, but he is frequently travelling to the west region provinces and responsible to ensure the effective progressing of the project and report to the partners and donor accordingly. S/he is highly qualified in management skills, trouble shouting, team building, capacity building, community mobilization, social engagement, strategic planning and management. The project manager has gain good skills of verbal and written English language to develop the report and communicate with different relevant national and international stakeholders. The project manager is responsible for design/planning, implementation, monitoring/follow up, learning, team building, communication and other tasks assigned by the program manager and head of program. This position requires traveling to Herat districts, Farah, Badghis and Ghor provinces frequently.

 

Management responsibilities 

  • Adherence to RSDO policies, guidance and procedures, including RSDO’s standards, procedures, and guidelines for project governance.
  • Contribute to the development of the country, area and core competencies strategies, initiate and participate in the development of relevant vocational training project.
  • Coordinate and manage humanitarian assistance response project implementation (activities, budget and project documentation) in line with grants, strategies and donor requirements
  • Implement technical direction and ensure high technical quality of projects (planning, monitoring, mobilization, managing, and reporting)
  • Provide regular progress reports to the Program Manager, and the Donor.                     
  • Ensure capacity building of project staff and transfer key skills
  • Liaise and collaborate with relevant local authorities and other key stakeholders (ANDMA, DoC and provincial & Districts governors)
  • Ensure positions are staffed and projects are on track, timely reporting challenges and escalating issues to the relevant focal points
  • As required identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies
  • Take responsibility for discussing job expectations, performance, and objectives on an informal, quarterly basis with all staff and as a part of the annual Performance Review and Planning Process

Technical Responsibilities 

  • Overall responsibility for effective and efficient management of the Humanitarian Assistance Response Project (PROJECT ) across west zone (Herat, Farah, Badghis and Ghor provinces) with according to the principles.
  • Conduct a detailed baseline survey in Herat, Farah, Badghis and Ghor provinces to identify the eligible beneficiaries.
  • Coordinate with relevant project stakeholders and authorities to identify the eligible trainees to be targeted in the project
  • Facilitate the capacity building program to all project team in the areas project planning, monitoring, assessment, beneficiaries’ selection, verification, team building, monitoring and evaluation and reporting.
  • Responsible for providing technical and implementation support and guidance to field-based staff in effective implementation of the project
  • Responsible for providing instructions on work plans, approving expenses/procurement, recruitments, reporting, etc., in close coordination and collaboration with the sub-office management teams in Herat, Farah, Ghor and Badghis provinces.
  • Responsible for providing timely and methodical updates regarding needs and trends specific to the responsible and report to the Program Manager.
  • Ensure adherence to Child Protection M&E roles and responsibilities.

Logistics, Finance, and Human Resource Management:

  • Confirm appropriate application of RSDO’s financial and procurement systems/ procedures are adhered to within the PROJECT  Project team;
  • Ensure timely and accurate development of procurement plans, recruitment plans, and spending plans per project and ensure the same is shared with relevant support colleagues;
  • Responsible for ensuring timely submission of monthly Protection cash forecast to finance and relevant Procurement Requests to Logistics;
  • In line with project needs and funding availability, continuously and proactively plan the project staff requirements and liaise with HR and Admin to ensure the same;
  • Performance management of all direct reports, including regular one on one meetings and completion of work and development plans;
  • Responsible for ensuring capacity development and training of all project Staff. 

Coordination and Representation:

  • Responsible for attending relevant cluster meetings (FSAC, NFI, Protection, Child Protection (CPAN) in all four project target areas.
  • Conduct senior representation at provincial and district levels and promote strong working relationships with local authorities’ counterparts and local communities;
  • In line with RSDO’s standards, ensure communication plans are implemented, stakeholders are informed on RSDO’s PROJECT activities, and the organization is well accepted by communities;
  • In charge of producing weekly vocational training progress reports, and monthly progress reports and any other reports as requested info by the Program Manager and Donor.

Monitoring, reporting and development

  • In close coordination with program department at RSDO and donor, develop program monitoring tools
  • Conduct quality control and site monitoring to ensure that activities deliver are according to the standards and indictors of mentioned int the project.
  • Ensure Program monitoring as per expected outputs and outcomes highlighted in the project proposal.
  • Monitor financial spending and budgets in the three target areas (Herat, Farah, Badghis and Ghor)
  • Continuously update project documentation and filing system in the project areas.
  • Ensure that trainees learned the skills and vocation based on the PROJECT plan.
  • Provide ongoing feedbacks to the project team and instruct them to the effectiveness and proficiency.

Job Requirement

Qualification

  • At least six years experiences in a senior level project management position or in project manager position in the area of emergency response project or relevant field at national or international organizations. 
  • Good knowledge and skills of humanitarian assistance response principles. 
  • Skills and experience in project/program planning, delivery, monitoring, reporting, review and evaluation
  • Experience in working in complex emergencies or challenging security settings and within security management frameworks.
  • Ability to produce timely and high-quality reports

Education

  • Master degree in project management, or relevant filed. 

Language

  • Full professional proficiency in English 
  • National languages (Dari and Pashto)
