Job Description

Purpose of this position: The Regional Finance Officer will be responsible for ensuring high-quality & accurate financial reporting and sound financial management of the APBHO-managed activities, as well as providing oversight to the finance teams in the north and northeast regions wherever APBHO operates. The RFO will also support Main Office finance team, in ensuring effective and timely financial management of APBHO-managed programmes and assist the MO-based finance manager in ensuring effective and timely financial management.

 The RFO will collaborate with the regional manager and project managers, and report directly (hierarchical line) to the MO Finance manager.

 

Duties and Responsibilities:

KEY ROLE AND RESPONSIBILITIES

  1. Financial Management and Reporting.
  • Provide timely financial reports to funding agencies in compliance with contracts and agreements in close coordination with the APBHO Programme and Finance Departments.
  • Support APBHO's dedicated Finance Officers in preparing quality programme budgets and submitting financial reports to the APBHO Main office on time, in compliance with APBHO and donor-specific guidelines.
  • Oversee all expenses and payments for the regional office.
  • Review all APBHO’s monthly, interim, and final financial reports by verifying the required financial supporting documents in accordance with different donor requirements and templates.
  • Prepare and maintain the organization's annual financial statements in compliance with APBHO's financial policies and procedures.
  • analyzing the liquidity status of the regional projects and taking the lead in submitting fund requests.
  • Prepare payment requests to MO and donor advance requests (as required) and track payment of these requests.
  • Act as the regional liaison and a key point of contact on all finance-related matters with MO, donors, internal and external auditors, and other external stakeholders.
  • Evaluate the implementation of donors’ financial policies and procedures (including procurements) and recommend improvements.
  • Prepare all financial donor reports in the region thanks to access to APBHO’s cloud-based accounting software and ensure submissions to donors are completed on a timely and accurate basis.
  • Ensure accuracy in all tax calculations as well as follow up on timely submission of statutory deductions to relevant authorities.
  • Other duties that are broadly in line with the above key responsibilities as assigned by the supervisor as job descriptions cannot be exhaustive, the position holder may be required to undertake other duties that are broadly in line with the above key responsibilities.

 

  1. Administrative tasks
  • Actively participates in regional team meetings, coordination, and planning. Serves as the principal liaison with Projects Leadership for all finance-related matters in the assigned field offices.
  • Filling of documents and electronic data and ensuring safe storage.

 

  1. Financial Monitoring – Regional Programmes.
  • Undertake visits to the northern provinces to help ensure quality is maintained in all aspects of financial management.
  • Monitors internal controls and performs periodic assessments to identify risks associated with financial operations within the assigned region.
  • Conduct pre-audit checks to ensure the project is ready for external audit.
  • Coordinate and facilitate internal and external audits for APBHO’s projects, as needed.

 

  1. Financial Systems Development & Capacity Building.
  • Assess the capacity of current MO finance teams and make recommendations about training needs, and system development.
  • Develop training for finance staff, as well as program and other staff, on financial processes and the importance of financial compliance.
  • Work with the APBHO MO to improve financial systems in the region and assist in introducing changes where requested as part of the programme improvement to provide timely and appropriate financial information to the senior management team and project managers.
  • Make suggestions and contributions to the ongoing development of financial administration procedures, routines, and SoPs.

  • Qualifications and Requirements: Professional qualification in finance or accounting (Bachelor’s Degree or equivalent qualification in Finance or Accountancy, audit or relevant field), knowledge and skills level of ACCA qualification is considered as a plus.
  • Proven experience and solid knowledge of accounting principles, financial systems, and NGO budgeting and reporting.
  • At least 5 years of work experience in finance, accounting/bookkeeping activities, auditing, business administration, or related fields, with preference to NGO experience.
  • Experience in preparing budgets, financial plans, and cash management.
  • Experience in preparing narrative and financial reports.
  • Demonstrated excellent knowledge of accounting software—QuickBooks Online/Desktop.
  • Strong competency in the Microsoft Office package.
  • ability to work autonomously in a fast-paced, dynamic environment
  • Attention to detail and a proactive, problem-solving approach are required.
  • Fluency in English and effective communication skills are required.
  • ability to travel between provinces 30-40% and/or temporary duty assignments to support provincial offices
