Job Description
- To provide assistance to the subordinates in the planning and implementation of project;
- To follow standard reporting timelines as per project contract reporting formats and provide quality and timely reports to line supervisor;
- To provide sufficient support for smooth implementation of project work schedule (as approved in the contract) and update line supervisor on timely bases;
- To ensure needed orientation of staff (provincial office and HFs) to understand the standard MoPH/ AADA operation manual of pay for performance process/policy;
- To facilitate and provide financial support to project staff for achieving the project key indicators;
- To ensure that payment to staff is based on results of 3rd party findings;
- To ensure that project meets MINIMUM STANDARDS as specified in the project contract;
- To conduct slide presentation to all sub office co-workers on policies, strategies and supervision system related to his/her field of expertise based on capacity building department developed orientation plans;
- To establish/maintain easy to access and meaningful required financial filing system and record keeping;
- To establish and maintain tracking system of main activities for systematically measurement of the progress;
- To manage and coordinate operational activities including budget preparation, physical control, maintenance of records, payroll data and accounting records;
- To ensure staff involvement in development and implementation of working budget both at provincial office and HFs level;
- To compile budgetary recommendations from each section and prepare operational budget. Monitor, verify and reconcile expenditures of budgeted funds;
- To review invoices, statements and approve payments; supervise, monitor and check accounting records and documents to ensure accuracy and transparency;
- To maintain and check financial expenditures, ensure financial cost effectiveness- efficiency;
- To play an active role as a member of appraisal committee during staff annual performances review;
- To report and be accountable as per regulatory and legal requirements including taxation, quarter/annual reports and accounts;
- To check and provide budget control report (BCR) according to project budget line;
- To check vouchers and complete the required supporting documents according to AADA’s financial procedure;
- To develop/maintain financial data base and update on regular bases;
- To participate in relevant meetings (Provincial management board, general staff meeting, monthly cluster meeting …);
- To perform supervision and monitoring of Health Facilities at least 3 times/month;
- To submit accurate and quality reports to his/her supervisor;
- To perform any other official task assigned by line supervisor and Head Quarter team.
Job Requirement
- Bachelor’s degree in finance or economics or equivalent in finance certified by the relevant higher education authority in Afghanistan or other countries ( preferred to female)
- Strong interpersonal and communication skills
- At least 10 years full-time experience in accounting and finance
- Computer skill is essential and must.
- Training in Financial reporting and training in software (e.g., QuickBooks)
- Fluent in local languages and strong interpersonal skills in English.
