Job Description
PURPOSE
The Program Officer assists the Program Manager in implementing the Program strategy and activities in the Afghanistan country office and is responsible for overseeing the Numeracy Skills, Business Skills, Soft Skills, and Vocational Skills Trainings component of the Women for Women International (WfWI) core program and organizing Program projects with women participants. The Program Officer works closely with the Program team to identify new training opportunities for women based on women’s capacities and market needs. The Program Officer supports the Program Manager in efforts to promote and advance new key program innovations in the areas of women entrepreneurs, financial inclusion, and men’s engagement, change agents.
DUTIES AND RESPONSIBILITIES
Facilitate new participant recruitment and enrollment in Nangarhar province and ensure that it is carried out in a quality manner, in accordance with WfWI Program Framework & Guidelines.
Ensure that all participants enter and complete the cycle of Numeracy Skills, life Skills, Business Skills and Vocational Skills training (Socio economic curriculum) sessions at designated points in the 12-month core program in accordance with the WfWI Program Framework and Guidelines.
In collaboration with the trainers’ draft training curriculum for new technical skills including goals, objectives, expected results, length of the training, frequency of classes, equipment needed for classes, quality, and quantity of material needed for training.
Oversee the development and maintenance of the class schedules for Socio economic (numeracy, life skills, business, and vocational skills) training for all groups of women participants, in close coordination with Trainers.
Monitor and evaluate the quality of skills training delivered; ensure the highest possible standards of quality training content and methods.
Assist the HR Unit with the recruitment of Skills Trainers by participating in the screening, interviewing and selecting of candidates.
Conduct a careful review of the Delivery List received from HQ each month to ensure that it is accurate and send the dismissal lists and status changes (i.e., deaths, name change, address change, etc.) to HQ.
Prepare monthly training stipend payment requests according to prepared distribution schedule and approved Delivery List; keep accurate records in the Sponsorship database of all stipend funds transactions and coordinate closely with Finance Dept. to ensure safe and correct delivery of funds.
Facilitate the exchange of letters between participants and their sponsors, working in close coordination with the Program Manager and Translator.
Identify market opportunities carry out market research to identify profitable skills, pricing, costs, sales potential, etc.
Communicate with buyers, artists, entrepreneurs, and other local partners to develop skills and product ideas, and opportunities for sale.
Assist the Vocational Skills Trainers with forming self-help groups, associations, and cooperatives that would receive additional training and mentoring support following the introductory cooperative training.
Maintain up-to-date and accurate records of all Program activities and provide regular reports to the Program Manager and HQ, as needed.
Collaborate with the M&E Unit to ensure the collection of monitoring and evaluation data for the Program including reports on associations, cooperative and self-help groups, change agents formed and supported according to established guidelines.
Supervise Trainers, providing support, training, and coaching as needed.
Follow the WfWI Performance Management Framework with each direct report to set annual performance objectives and development plans, complete the annual performance appraisal, and conduct regular 1:1 meetings to review progress throughout the year.

Job Requirement
SKILLS AND QUALIFICATIONS
At least a bachelor’s degree in Law, business, social science or relevant field.
At least 5 years of relevant work experience; private sector and NGO experience desirable.
Ability to understand the needs of Women for Women International’s target clients and align programming accordingly.
Strong organizational, analytical, and problem-solving skills.
Ability to prioritize tasks and manage time efficiently.
Knowledge and experience in training and facilitating.
Knowledge of basic production processes and principles of quality control.
Knowledge of basic costing and profit and loss accounting and invoicing.
Good interpersonal skills and ability to lead and work in a team.
Ability to work with minimum supervision and under pressure to meet deadlines.
Fluency in the local language required, strong English skills desirable.
Strong computer skills in MS Word, Excel, PowerPoint and Email applications.
