About CAID: CAID is working in Afghanistan to eradicate poverty through implementing long term development initiatives, as well as through emergency humanitarian response programmes. Afghanistan country programme is currently focusing on three specific impact areas, i.e., Gender equity, emergency humanitarian response and Violence to Peace. Humanitarian and the Emergency response is a fundamental aspect of programming in Afghanistan.
Job Description
Role purpose
To support CAID’s response to the humanitarian crisis in Afghanistan. To co-ordinate CAID’s funded programmes being implemented by partners in the field, with the current focus being on our initiatives around lifesaving responses in various parts of Afghanistan. To assist in the development, implementation and monitoring of CAID’s humanitarian response, providing effective and timely support to partner organization, enabling them to implement the rapid, effective and principled response to emergencies, and ensuring that this is in line with CAID’s response strategy.
Key outcomes
- Effective emergency projects and programmes delivered in a timely manner with impact in line with agreed aims, with funds used for designated purposes and with high standard of reporting. Reports delivered with required quality to donor agencies.
- Compliance with financial policy and procedure including reporting requirement.
- Contribution made in the development and implementation of partner capacity building and training including monitoring and evaluation.
- Prepare grant proposals and budget document based on strong planning and evaluation procedure using CAID’s internal systems and best practise evaluation.
- Positive relationships developed with partners, other INGOs/ UN bodies, and colleagues through effective communication. Support external representation and profile building of CAID among civil society groups, networks, and Govt. departments.
- Support building Humanitarian programmes (with support from senior colleagues), circulating quick updates, concept notes, full proposals. Effective negotiations and liaison with donors, networks, and UN clusters.
- Partners and colleagues have the support necessary to implement programme to a high standard.
- Lesson from program implementation are shared across the programme and more broadly between other programmes undertaking similar work.
- Strong linkage maintained between partners work and communication and fundraising activities in the Afghanistan and elsewhere.
Job Requirement
- University degree or equivalent relevant qualification.
- Significant experience of supporting emergency project/programs which works with and through local partners.
- Knowledge and experience of emergency relief, rehabilitation and recovery programme issues.
- Excellent knowledge of institutional donors, particularly the UNOCHA, EU, ECHO, DFID policies,
- Direct experience of development programme cycle management, including back donor funded projects
- Awareness or Sphere and Red Cross Code of Conduct, awareness of HAP
- Project reporting to major institutional donors preferable on a large scale.
- Budget development and budget monitoring; understating of donor compliance issues.
- Understanding of financial controls and procedures & Partnership approach to international development.
- Good knowledge of the drivers of poverty and humanitarian issue in AFG
- Understanding of gender and exclusion
- Excellent verbal and written English, Dari and/or Pashto languages & report writing skills.
