Purpose of the Role
Supervise the implementation of WeWorld programme related activities at field level, The project officer will also support program quality through the development and maintenance of information and data management tools and systems including but not limited to M&E tools across the project implementation cycle, databases, troubleshooting for online data collection tools, data cleaning and analysis.
Responsibilities
- Under the guidance and supervision of the Head of Mission and with technical lines with the Programme Manager, the Support Department coordinator and desk, the field coordinator will be responsible for 1) the supervision of the implementation of the WW programme activities in Herat Province and other project locations in the area according to humanitarian principles and WW policies ; 2) Support Department and field office (Herat) management supervision ; 3) Implementation of WW-GVC programme, admin, finance, logistic and procurement and security related procedures and policies in the Area, ; 4) Representation and coordination with authorities and humanitarian actors and communities in the Area, 5) timely and accurate communication with Kabul office and relevant technical and desk managers
- In particular, she/he will be requested to:
- Be responsible in ensuring the good implementation and follow up and monitoring of the WW-GVC activities in the area as main WW-GVC focal point,
- Report to the Programme Manager and the HoM all the updates related to the project activities, WW-GVC and the Humanitarian and Security situation in Herat and the Area.
- Ensure the coordination with humanitarian actors and participation in relevant cluster meetings and coordination bodies in the Area.
- Ensure an updated and accurate context analysis of the area including humanitarian and security contexts. Develop a good knowledge and analysis of the intervention areas, communities, socio-economic conditions.
- Ensure the representation and coordination with the local authorities as well as communities in the Area.
- Ensure compliance of Humanitarian principles, values and WW policies in WW activities in the area.
- Report to and discuss with Programme Manager any technical issues which may have a direct impact on the general implementation of the project and people need
- Report to and discuss with HoM any technical issues may have an impact on the security, image and presence of WW.
- Help design and revise the project work-plan, and monitor that the implementation of the activities respects the time-table milestones and deadlines, and drafting of new project in the Area (assessment, proposal writing, etc.)
- Coordinate, supervise and assist the WW-GVC field team leader and the field team members in the coordination, planning and monitoring of all field activities
- Ensure the selection of the beneficiaries by applying the defined criteria,
- Ensure the implementation of all the WW-GVC procedures and policies in the Herat Office
- Supervise the support department (Admin-HR-Fin-Log) activities implementation in Herat Office
- Supervise fleet, materials and goods supervision at Herat office, that control is done at reception and delivery of items with the support of related tools (reception forms, delivery notes, waybills etc…) and implement market studies in function of project description elaboration.
- Ensure a professional relation with suppliers and Local Authorities and communities according to Humanitarian Principles and values and WW-GVC procedures and policies
- Supervise the management of the staffs based in Herat Office.
- According to the rules established by the donor and due to the WW-GVC administrative procedures and under the supervision of the Project Manager and Support Department Coordinator supervise all the administrative and finance issues and daily running payment related to the project implementations in the Area.
- Security focal point in the Area ; collect, follow up and report security related information/incident to HoM and relevant Security platform, provide analysis on security context.
- Ensure Humanitarian Principles implementation in the scope of intervention of WW-GVC.
- She/ he will be based in Herat, with authorized missions in Kabul and active or developing projects areas, also will be the WW focal point in Herat.
- Carry out data collection using digital software (Kobo collection) and/or on paper. Assist with data collection activities and ensure that data collection teams are organized and equipped as needed, and that they deliver as per field mission plans and according to data quality standards;
- Coordination of data collection - General assessments (e.g. neighborhood profile, market assessment, needs assessment), Verification of beneficiaries, Post-distribution monitoring, distribution monitoring, evaluations/project reviews;
- Support electronic and/or paper-based MIS systems for tracking and reporting of all quantitative data and information. Supervise and maintain the data collection system;

Qualifications and Personal Skills
- Educational Background: at least BA degree in relevant sector (management, humanitarian, logistic, administration).
- Experience: At least 4 years of professional experience with a humanitarian INGO/NGO with similar duties and responsibilities.
- Languages: Very good in Dari, Pashto and spoken and written English.
- Personal qualities and soft skills:
- Excellent communication and coordination skills.
- Sound knowledge of the MS office software (including Word, Excel, Outlook and PowerPoint).
- High reliability, flexibility, and responsive.
- Personal commitment in working for humanitarian organization
- Ability to travel to WW offices and programmes sites when needed.
- Demonstrated patience, enthusiasm and strong interpersonal skills
- Attention to detail, ability to follow procedures, meet deadlines and work both independently and cooperatively with team members.
- Proven knowledge and respect of key humanitarian principles
- Demonstrated skills in Microsoft office and ODK/KOBO and other programs
- Demonstrated experience in online data collection systems (ODK)
- Demonstrated experience in advanced data analysis
