Job Description
Data Collection in the Field
- Collect data independently in line with specified tools and methodology.
- Collect completed forms from the Field Officers, check them, and send them to Kabul
- Assure that data collection takes place according to plan, and based on the work plan designed
- Communicate any delay in data collection, due to security events or any other challenges that impede work in the field.
- Follow up and ensure that Field Officers comply with deadlines of all requested work.
- Conduct debriefings with Field Officers in the field as needed
- Assure the quality of the data collected based on REACH quality standards
Staff Management and Training of Field Officers
- Train all Field Officers on data collection, sampling, survey methods, and other training topics as required by the REACH Assessment Managers/Officers
- Liaise with each Field Officer about the weekly / biweekly work plan
- Assure the attendance of Field Officers at training, and any other mandatory meetings, sessions, etc.
- Enforce Field Officers’ compliance with the ACTED code of conduct in Afghanistan
- Enforce Field Officers’ compliance with the ACTED safety and security measures in Afghanistan
- Timely flag any issues with the Field Officers, deadlines, or anything influencing the data collection at the field level
- Report any misconduct from the Field Officers that affects the fieldwork and safety of the assessment activities
- Assure Field Officers attendance at their monitoring sites
Coordination
- Provide timely updates to the REACH Operation Manager/Assessment Officers of any challenges and difficulties related to the fieldwork
- Coordinate assessment schedules with potential partners in the field, as well as arrange assessment dates, and communicate any challenges and blockages to the REACH Operation Manager
Safety and Security
- Ensure that Field Officers follow ACTED safety and security protocols and norms inside Afghanistan
- Coordinate and liaise with the REACH Country Focal Point, as well as with the ACTED Security Manager
- Communicate any security incidents or circumstances that may have a direct influence on the implementation of the programs
- Ensure that data collected is removed from the field – on paper or smartphone platforms – as soon as the data has been transferred to the Data Unit
- Ensure the privacy and security of the information collected in the field
Job Requirement
- Bachelor or Master degree in social science, humanitarian or development studies, or another relevant discipline; master would be given preference
- At least 3-5 years of relevant working experience in humanitarian, or development, through either research, evaluation, assessments, or programs
- Previous experience with data collection in the field, including mobile data collection platform
- Willingness to travel extensively to lead data collection across region covered by designated field office (Mazar, Herat, Kabul, Kandahar, Jalalabad, Gardez, Faizabad, Maimana, Kunduz)
- Familiarity with communities in which data collection will be implemented
- Strong understanding of proper data collection procedures, and data security practices
- Strong understanding of principles of community accountability
- Ability to think creatively in terms of tool and process development
- Familiarity with the aid system and an understanding of donor and governmental requirements is an asset
- Fluency in English required
