The Forest Landscape Restoration (FLR) project aims at restoring forests and at increasing resilience in communities in six provinces of Afghanistan. Participatory landscape management plans are developed at village level. By establishing and working with local, regional and national NRM structures for participatory and conflict-resolving land use planning and the restoration of forest landscapes, conflicts at the local level are be reduced and a multi-stakeholder dialogue initiated. Sector-specific training products are developed in order to enable various actors in the forest sector and in the management of natural resources to implement forest-related landscape systems as independently and sustainably in the future. Job Description
- Overall Responsibilities
- Support the international Finance manager in all relevant admin/finance issues as well as Grant Agreements and Local Subsidy Contracts,
- To support and advise local project partners in admin/finance issues on GIZ specific financial contracts and GIZ specific accounting and documentation procedures,
- Tasks
- Ensure that all transactions are processed in accordance with GIZ regulations,
- Advise and coach FLR partners in financial management,
- Supervise all local travel claim procedures and documentation,
- Supervise all project procurements and the inventory/maintenance of all equipment, materials, and supplies necessary to the execution of project activities,
- Verify invoices and deliveries and ensure that all supporting documents are received and correct. Maintain equipment inventory, verifying all inventory items,
- Supervise and manage financial and accounting operations including but not limited to preparing payment vouchers, maintaining, or verifying petty cash transactions, reconciling petty cash balances at least once a week, maintaining bank balances up-to-date and reconciling accounts on a monthly basis, and requesting funds,

Job Requirement
Required Qualifications:
Education:
- Bachelor’s degree certified by the Ministry of Higher Education in Accounting, Finance, or related field is required; Masters preferred
Professional Experience:
- 8 years of relevant experience in accounting and financial and procurement management,
- Previous experience with GIZ financial instruments preferred,
- Preferred work experience in other international development organizations,
Other experiences and skills (e.g., language, IT-skills, social and personal skills, etc.):
- Strong interpersonal and communication skills,
- Computer skills at operator level, especially with MS Office packages, Excel,
- Fluency in English and Dari and/or Pashto, both written and spoken,
- Able to work independently, as a team worker, analytical, and troubleshooting skills,
- Experience of planning, reporting in international projects,
- Ability and willingness to travel to the project sites within Afghanistan (GIZ/RMO).
- Honest, proactive, and well mannered.
