The team implements projects in support of the Afghanistan National Development Strategy, in a wide range of sectors including infrastructure, education, environment and agriculture, and governance and rule of law. Background Information - Job-specific The overall objective of “Support to Improvement of Agricultural Value Chains in Herat (HAVC) Project'' is supporting farmers to better access markets and to enhance the agricultural value chain in Herat. The agreement of the Government of Japan-funded project was signed between the UNOPS Afghanistan and Embassy of Japan on 27 February 2017. The HAVC project will focus on creating jobs, increasing incomes and productivity, enhancing food security, creating enhanced export markets and strengthening the Afghan Government’s ability to promote broad-based growth. The HAVC Project is seeking the recruitment of qualified Afghan for the post of Construction Management Supervisor to be based in Herat. Purpose and Scope of Assignment Under the direct supervision, guidance and direction of the Deputy Project Manager (DPM), The Construction Management Supervisor will contribute to ensuring that the project is performing at highest quality in all aspects and meeting the agreed standards, achieving the project objectives and are in compliance with UNOPS and up to date. The Construction Management Supervisor will be heading the project technical team, responsible to oversee all technical issues, act as a reference person for any engineering issue and provide recommendations to the Project Manager to enable him to take relevant decisions. The Construction Management Supervisor is expected to be on the site on a daily basis and ensure the smooth implementation of the works. The Construction Management Supervisor will be the first UNOPS HAVC representative on the project site, who may also be asked to manage and supervise construction companies at the project sites and dealing with CDCs, Government authorities and other stakeholders also expected to have good experience in working with the contractors, monitor project progress, quality, invoice and work progress verifications and payments certifications.

Job Description

Specific responsibilities and duties include, but are not limited to:

  • Provide civil engineering expertise and technical support for the HAVC project and project contractors to ensure the project shall complete on time and on quality standards.
  • Provide drawing, shop drawings and specifications for construction.
  • Provide on-site monitoring of construction activities to ensure the on-going works conforms to approved designs, drawings, bills of quantities, specifications and scope of work (SOW). And providing guidance for improvement and good results.
  • Ensure project physical progress is in compliance with weekly and monthly productivity and overall work plans. And or advise/ provide guidance for progress improvement and good result.
  • Perform Health Safety & Social and Environmental “HSSE” site visit from the on-going construction works and prepare HSSE report on regular weekly basis.
  • Conducting the weekly coordination meeting with the contractor and government stakeholders.
  • Liaise and manage project joint site visit inspection with contractor and government stakeholders and prepare joint site visit reports.
  • Ensuring all construction works are completed to the highest standards, based on initial design data provided by a design consultant.
  • Liaise with the contractors for submission of material submittals on time.
  • Review and approve material submittals, data sheets and issue approval.
  • Providing technical advice and assistance to contractors to ensure quality materials are purchased.
  • Responsible for QA/QC documents of the complete project including, test results, inspection requests, non-compliance reports and site instruction/observations, permanent materials delivered, and other important QA/QC documents.
  • Review quality control testing results of all materials at the site and ensure compliance with all project specifications and quality requirements and issue instruction for correction/ approval.
  • Supervise the effective implementation of all test and inspection schedules and ensure adherence to all quality control procedures.
  • Monitor an efficient system and record for all project activities and analyze all processes to ensure all work according to quality requirements.
  • Ability to supervise/ monitor installation of solar system works, cold storage chambers and HVAC system of the cold storage building facility.
  • Control/ monitor all activities related to Quality control and Report to the Project Manager/ DPM.
  • Providing regular progress reports to the Project Manager/ DPM as required.
  • Preparation of monthly progress payment for actual works done.

Final Product

  • Survey, formulation, design, sketches, cost estimate and documentation for the cold storage facilities. The aforementioned products should meet the established requirements of the designed requirements under this project.
  • Construction of cold storage facility and final Completion report
  • Follow up and submit all As-Built drawings and if deemed to prepare M/O manual.

Job Requirement

Education

  • Bachelor’s Degree in Civil Engineering, Infrastructure/Construction Management, or a relevant field. Professional Certificate in a relevant field and/or Master’s Degree will be an advantage. 

Work Experience

  • Minimum 7 years of relevant experience in construction and supervision especially construct Building and enclosures, review of designs and technical specification, and infrastructure management.
  • International experience or previous employment within an international engineering design firm preferably with focus on managing a portfolio of construction design work highly advantageous
  • Similar experience within the UN system will be a distinct advantage
  • Knowledge and experience in construction in compliance with international standards ASTM, IBC, ACI, NPA, NEC etc.) highly desirable.

Key Competencies

  • Proficiency with AUTO CAD programs for design and depiction
  • Good interpersonal skills.
  • Ability to work under pressure and deliver towards tight work deadlines.
  • Working knowledge of MS Office Applications.
  • Fluent in English, Dari and Pashto, written and verbal
  • Attention to detail.
  • Ability to lead, build and sustain effective work relationships with clients, subordinates and peers to achieve common goals.
  • Checks accuracy of output produced so that it is as per established quality standards.
  • Is efficient and successful in handling time bound projects. Identifies critical factors and focuses energy to achieve them.
  • Good understanding of UNOPS business, the operational environment and clients as well as the UN mandate.
  • Operates as a team player and contributes effectively  to team goals and team proceedings.
  • Is able to predict problems/constraints with current processes; proposes feasible alternatives.
  • Demonstrates attention to detail and patience.
  • Ability to multitask and prioritize work schedules.
  • Be able and willing to travel to visit project sites and stay longer hours if required.
  • Proficiency in usage of computers and office software packages.
  • Demonstrated ability to train and build the capacity of counterparts.
