USAID’s Strengthening Watershed and Irrigation Management (SWIM) project aims to support sustainable, agriculture-led economic growth by increasing the sustainable and productive use of water livelihoods and strengthening water resource management. The project focuses on three components: increase productive and sustainable use of water in agriculture; strengthen the water regulatory framework; and strengthen capacity of local entities to manage water resources. Activities will provide capacity building, technical services, and related resources to support farmers and farm communities as they manage their water and on-farm resources. Also, provide support to USAID’s Regional Agriculture Development Programs (RADPs) to increase agricultural water productivity.
Job Description
1. Manage finance team personnel and oversee all finance operations for project
2. Preparation of the monthly fund request to the DT Global home office
3. Coordinate properly payments due to consultants, vendors, and subcontractors as applicable ensuring invoices and supporting documentation and required approvals are in place before payment
4. Develop and monitor the project’s payment tracker and ensure to communicate payment status information to staff in charge of the contract’s tracker
5. Follow the programs Field Office Authority Matrix and Finance Manual
6. Provide financial oversight of project expenditures and advise on funding availability for project procurement of goods and services as needed
7. Ensure timesheets are complete and vacation and sick days properly tracked for all staff
8. Assist in budget tracking as requested by supervisor
9. Ensure sufficient funds are available in the local bank accounts. Provide reconciliations are requested by the supervisor and/or the home office accountant
10. Provide financial information to the Director of Operations as required
11. Prepare quarterly and yearly financial reports as needed
12. Maintain all financial records, receipts, and vouchers under the supervision of the Operations Director
13. Inform Operations Director, Chief of Party, and DT Global home office of any financial irregularities
14. Other financial or operations support as directed by the supervisor.
Job Requirement
1. 7 years of progressively higher experience in accounting or finance
2. At least 3 years of managing personnel in a finance capacity required
3. Bachelor’s degree; preferably in Business Administration, Accounting, Finance or related field
4. Problem solving and root cause identification skills along with strong analytic and decision making abilities
5. Ability to take direction and to focus on and follow through on priority activities and assignments
6. Demonstrated knowledge of Afghan tax and accounting laws and regulations.
7. Written and spoken fluency in English is required. Dari and Pashtu is also required.
