The governments of the Federal Republic of Germany and the Islamic Republic of Afghanistan cooperate in strengthening the Afghan government´s capacity to implement the Integration of Displaced People’s Project (IDPP) in the Northern Afghanistan. In the Northern Provinces (focus on Balkh, Jawzjan and Samangan) and the Western Province of Herat the IDPP cooperates closely with the Directorates of Refugees and Repatriations (DoRRs) in order to promote cooperation between the national and provincial level.

Job Description

A. Responsibilities:

  • The Consultant is responsible for verification of land documents of the IDPs and returnees as per GIZ IDPP project verification criteria, local and national relevant legal laws and standards practiced by the relevant government authorities and in line with the government regulations for verifications and justifications of legal land ownership in the locations specified by the project.
  • The position involves communicating, liaising, meeting and visiting the government relevant departments at the provincial and district level, community committee members, and owners and beneficiaries of the land.

           B. Tasks in details:

  • Prepare a checklist and plan to conduct the land verification assessment during the contract period;
  • Prepare a guideline for land verification in accordance with the relevant national and local laws and regulations for land ownership;
  • Provide advises and consultations to the project staff regarding the data required for land verification and have regular communication with the project leadership on challenges and solutions;
  • Identify problems and potential conflicting issues, prepare solutions and take individual and independent actions for solving such problems;
  • Co-ordinate, cooperate and document all interactions with the relevant stakeholders;
  • Undertake field trips to the villages for physically verifying the data and land information;
  • Undertake other relevant tasks as requested by the Project Director (AV) and the project manager
  • To follow up the implementation of all tasks mentioned above.
  • To support the GIZ-IDPP team in preparation of relevant documents.

     REPORTING & DELIVERABLES

  1. Nature/ form of deliverables:
  2. Preparation of technical plan for land verification processes in the mentioned provinces.
  3. Preparation of a checklist and a guideline for land verification based and according to the national and local laws and regulations.
  4. Preparation of ad hoc written reports on the progress of the work.
  5. Preparation of final report detailed verifications of the land documents of each individual beneficiary in all the IDP and returnee villages (project implemented locations in the mentioned provinces).
  6. Liaise and coordinate relevant GIZ-IDPP activities with the relevant authorities at the provincial level.

 

  • Submission/comments timing, deadline of deliverables: within 1 working day based on the agreed schedule.
  • Format (hard copy, soft copy, photos, etc.)
  • 6 deliverables / 3 ad hoc progress report and 1 final report(s) copies signed each page of the report for each completed location based on schedule.

Job Requirement

Education:

  • Bachelor’s degree or master’s degree in Social Science, or similar field.

Professional Experience:

  • Minimum of 7 years of progressive work experience in an equivalent position with the bachelor’s degree.
  • Experience in public sector rules and regulations and laws for land verification.
  • Experience working in a similar position for an NGO or an international organization is preferred working with GIZ is counted as an asset.

Other experiences and skills:

  • Excellent computer skills with a good knowledge of Microsoft Word, Excel, PowerPoint, and the internet.
  • Excellent interpersonal skills, including patience, diplomacy, willingness to listen to and respect colleagues.
  • Must be capable to work both as individually and as part of a team. Must also be able to create a supportive working relationship among all project teams.
  • Excellent planning, report and proposal writing skills.
  • Languages: fluent Dari, Pashto, and English essential.
