Job Description
The Intervention aims to address pressing protection concerns of returnee and IDP children (children on the move) and also vulnerable children from host communities, and aligns with the strategic priorities of the Afghan Unity Government and Humanitarian agencies, mainly focus on the child protection issues by strengthening and establishment community based protection mechanism and structures, promote Volunteerism and support. One of the key purposes is to ensure child protection, safe and proper migration and reintegration, build the capacities and institutionalize the volunteerisms among communities to contribute to the child protection and safe and proper reintegration of children on the move in to the communities. The very specific outputs are including boys and girls affected by humanitarian crises are provided with psychosocial support and structured play through child-friendly spaces to acquire the basic social and communication skills they need, children affected by humanitarian crises benefit from age and gender-sensitive case management services, reintegrate unaccompanied/ separated children to their families/communities, protect and promote children’s rights in humanitarian crises in targeted communities through communities’ engagement, establishment of safe spaces and providing vocational trainings ad strengthen the existing child protection response mechanism to ensure safe re-integration and protection of the children on the move in Western Region Province of Afghanistan.
Job Requirement
- Under the direct supervision of the Program Manager and General Director at MPO, manage and facilitate provincial offices, it’s people and activities with full integrity and zest;
- Represent the organization through participation at provincial level meetings, coordination group meetings, stakeholder meetings and other social and government meetings in the province;
- Leads the preparation of ongoing situation reports, periodic updates and analyses, by compiling and analyzing data, and related information on overall Integrating returnee and IDP children (children on the move), with a specific focus on child protection/GBV, and prepare written inputs accordingly to inform effective program planning, development and management. Support efforts to ensure gender/sex disaggregated data and inputs relevant to the MPO supported-emergency programme are collected, analyzed and reported on in a regular manner. Coordinates with staff on supply and non-supply assistance activities ensuring proper and timely MPO and government accountability.
- Undertakes field visits to project areas, to assess local conditions and monitor progress. Establishes contact with community groups and partners to keep abreast of emergency situation. Collect information, identify problems and constraints in order to ensure effective project delivery.
- Design, prepare, monitor and evaluate projects in the child protection (CP)/GBV sector in partnership with civil society and government actors. Monitor, analyze and evaluate project results to ensure achievement of objectives and take corrective action when necessary.
- Develop and deliver a deeper capacity building relationship with the national Commissariat for Vulnerable Children to improve protection-related service delivery to children and youth, including GBV.
- Establish effective leadership for the child protection sub-working group, map existing activities and undertake protection gap analysis, support the elaboration of Standard Operation Procedures and standardized tools, promote data collection and management, build capacity among Staffs.
- Through advocacy and policy dialogue, including through Child Protection coordination framework, work to facilitate the understanding of the importance of addressing child protection by all stakeholders, including through national and local level planning and investment frameworks. Ensure application of standards, guidelines and good practices for child protection in emergency related activities. Participate in meetings with relevant state authorities, other actors and donors to discuss and represent MPO’s work.
- Promote knowledge management including through drafting/finalizing inputs into MPO sectoral programme documents and reports, including donor reports, sharing good practices, lesson learned, and knowledge/information exchange with all Partners on MPO and response, and harnessing knowledge institutions resources and partnerships as appropriate.
- Deliverables: The consultant is expected to submit monthly reports on activities implemented to complete the tasks described below. Monthly priorities will be determined at the beginning of each month and monthly report will be submitted accordingly.
- Ensure a safe and secure working environments for the project staff where all project staff working in best of their interest;
- Ensure that all operations and implementations are according to the organizational rules and polices and align with donor requirements;
- Any other duties and responsibilities required and asked by the program director in Kabul;
