Job Description

Job Purpose

Finance assistant/cashier will be responsible for effective delivery of accounting and finance, tax and MoEc reporting services in order to facilitate transparent and efficient utilization of financial resources and under direct supervision of Finance Officer. S/He will be responsible for the following duties and responsibilities

The Duties and responsibilities may include but not limited to:

  • Prepare and process cash payment. 
  • File payment vouchers and ensure an organized filing system is maintained.
  • Process employees per deim and program advances.
  • Review & apply dimension codes (Account Codes, Project codes, Cost centers, and Donor codes) in purchase request form, and confirm budget availability in dimension codes.
  • Review and apply all dimension codes (Account Codes, Project codes, Cost centers, and Donor codes) in all vouchers.
  • Prepare transaction summary for all types of vouchers, and enter the all types of vouchers (Payroll, travel & perdiem, procurement, food, and etc) into cash and Bank Books.
  • Make sure all vouchers are filed properly and keep safe.
  • Carry out weekly and monthly cash count as per WCUK manual and prepare necessary documentation.
  • Responsible for field cash flow forecasting and request cash from Main office on time.
  • Review procurement transactions to ensure adequate supporting documentation, accuracy of amounts and control over payments.
  • Prepare and maintain advance tracking sheet, ensure advances are settled on regular bases.
  • Receive and check the correctness of invoices submitted for payment.
  • Maintain rental contracts copy and tracking sheet of rental payments.
  • Dealing with MoEc reports and follow up.
  • Maintain the bank file, ensuring that all bank information is properly filed and updated
  • Contribute to creating a culture committed to the safeguarding of children and adults and compliant to War Child’s Child Safeguarding and Adults at Risk Policies.
  • Tag and record all the items received in Assets database before issuing them to requester.
  • Manage WCUK provincial assets/inventory and maintain fixed asset register for the province.
  • Handover assets to newly hired staff and receive signed assignment Form.
  • Food and stock records control & reconciliation
  • Prepare the required documentation of supplies and vehicle vendor payment for the transactions incurred in the province according to War Child standards.
  • Distribute Request for Quotation (RFQ) and procure quality goods and services in compliance with War Child’s procurement policies and procedures.
  • Conduct timely financial clearance with finance department for expenditure incurred in field.
  • Any other related duties as assigned by line manager.

Person Specification

The successful candidate will be creative problem solver and foster a solution-based approach to management.

Experience and mandatory criteria:

  • University Degree,
  • At least 3 Years’ relevant experience with humanitarian organizations related to Finance.
  • Proficiency in English, Pashto and Persian languages is highly essential, [i.e., reading, writing and speaking]
  • Highly objective, dependable, emotionally mature, sociable and communicative with good verbal and written communications skills.
  • Must possess good interpersonal, mediation, negotiation and conflict resolution skills.
  • Patient and with good understanding of humanitarian and development work.
  • Hardworking and able to work with people from different backgrounds.
  • Honest and accountable.
  • Flexible and can work under pressure.
  • Commitment and to understand of War Child UK values.
